0012|     MAKING AN APPROPRIATION FOR A PILOT PROJECT TO INFORM VOTERS

0013|     ABOUT PROPOSED CONSTITUTIONAL AMENDMENTS.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|       Section 1.  APPROPRIATION.--One hundred thousand dollars
    |
0017|     ($100,000) is appropriated from the general fund to the
    |
0018|     secretary of state for expenditure in fiscal year 1997 for the
    |
0019|     purpose of conducting a pilot project to educate and inform
    |
0020|     voters about proposed constitutional amendments, including
    |
0021|     working with the legislative council service to develop a
    |
0022|     pamphlet or other materials for general mailing or other
    |
0023|     distribution to describe each proposed constitutional amendment
    |
0024|     and the anticipated effects of both adoption and rejection of
    |
0025|     each proposed amendment.  This appropriation is in addition to
    |
0001|     any other funds provided for the secretary of state to comply
    |
0002|     with legal requirements related to public disclosure of proposed
    |
0003|     constitutional amendments.  Any unexpended or unencumbered
    |
0004|     balance remaining at the end of fiscal year 1997 shall revert to
    |
0005|     the general fund.
