0012|     MAKING AN APPROPRIATION FOR SUPPORT OF A YOUTH PROGRAM IN THE

0013|     WEST MESA AREA IN BERNALILLO COUNTY; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0016|       Section 1.  APPROPRIATIONS--AGENCY--PURPOSE.--Three hundred
    |
0017|     thousand dollars ($300,000) is appropriated from the general
    |
0018|     fund to the department of public safety for expenditure in
    |
0019|     fiscal years 1996 and 1997 for the purpose of contracting with a
    |
0020|     nonprofit organization offering services in the west mesa area
    |
0021|     of Albuquerque in Bernalillo county that works to prevent
    |
0022|     juvenile crime, drug abuse and gang activity and that is staffed
    |
0023|     by off-duty and retired law enforcement personnel.  Any
    |
0024|     unexpended or unencumbered balance remaining at the end of
    |
0025|     fiscal year 1997 shall revert to the general fund.
    |
0001|       Section 2. EMERGENCY.--It is necessary for the public
    |
0002|     peace, health and safety that this act take effect immediately.
