  Mr. President:
  
    Your EDUCATION COMMITTEE, to whom has been referred
  
                          SENATE BILL 54
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
    1.  On page 1, line 11, before "TO" insert "AND ESTABLISHING A
  PROCEDURE".
  
    2.  On page 1, strike lines 15 through 25 and on page 2, strike
  line 1 and insert in lieu thereof the following to read:
  
    "Section 1.  APPROPRIATION--ADDITIONAL COMPENSATION FOR
  PROFESSIONAL CERTIFICATION.--
  
     A.  The state department of public education shall establish
  a procedure to ensure that local school districts provide annual
  salary enhancements to all certified classroom teachers who achieve
  national board certification.  After receiving notice from a local
  school district that a teacher in the district has received national
  board certification, the department shall make a distribution to the
  local school district for the purpose of providing a salary
  enhancement to the nationally certified teacher.  The amount of the
  salary enhancement shall be equal to the difference between the
  average teacher's salary in New Mexico for the school year and the
  national average teacher's salary for the same school year,
  regardless of the individual teacher's actual salary.  Subject to
  annual appropriation, each local school district shall provide salary
  enhancements to national-board-certified teachers on an annual basis.
    
     B.  One hundred seventy-six thousand dollars ($176,000) is
  appropriated from the general fund to the state department of public
  education for expenditure in fiscal year 1997 for the purpose of
  making additional distributions to local school districts employing
  national-board-certified teachers for the purpose of providing salary
  enhancements to those teachers.  Any unexpended or unencumbered
  balance remaining at the end of fiscal year 1997 shall revert to the
  general fund.".,
