    Your WAYS AND MEANS COMMITTEE, to whom has been referred
  
                          SENATE BILL 410
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
    1.  On page 1, line 13, before the period insert "; DECLARING AN
  EMERGENCY".
  
    2.  On page 3, line 1, strike the comma, and on line 2, strike
  "including a genetic testing and production facility,".
  
    3.  On page 3, strike lines 11 and 12, and insert in lieu
  thereof the following section:
  
    "Section 2.  EMERGENCY.--It is necessary for the public peace,
  health and safety that this act take effect immediately.".,
  
  and thence referred to the FINANCE COMMITTEE.
