SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED--APPROPRIATION OF PROCEEDS.-- | 0019| A. The state board of finance may issue and sell | 0020| severance tax bonds in compliance with the Severance Tax Bonding | 0021| Act in an amount not exceeding four hundred sixty-six thousand | 0022| five hundred dollars ($466,500) when the state agency on aging | 0023| certifies the need for the issuance of the bonds. The state | 0024| board of finance shall schedule the issuance and sale of the | 0025| bonds in the most expeditious and economical manner possible | 0001| upon a finding by the board that the project has been developed | 0002| sufficiently to justify the issuance and that the project can | 0003| proceed to contract within a reasonable time. The state board | 0004| of finance shall further take the appropriate steps necessary to | 0005| comply with the Internal Revenue Code of 1986, as amended. The | 0006| proceeds from the sale of the bonds are appropriated to the | 0007| state agency on aging in the following amounts for the following | 0008| purposes: | 0009| (1) two hundred eighty thousand dollars | 0010| ($280,000) to purchase and install a modular building for the | 0011| Rock Springs senior citizen center in McKinley county; | 0012| (2) twenty thousand dollars ($20,000) to | 0013| purchase a fifteen-passenger van for the Rock Springs senior | 0014| citizen center in McKinley county; | 0015| (3) one hundred sixteen thousand five hundred | 0016| dollars ($116,500) to renovate and upgrade the Standing Rock | 0017| senior citizen center in McKinley county; and | 0018| (4) fifty thousand dollars ($50,000) to plan, | 0019| design and construct a new Coyote Canyon senior citizen center | 0020| building in McKinley county. | 0021| B. If the state agency on aging has not certified | 0022| the need for the issuance of the bonds by the end of fiscal year | 0023| 1998, the authorization provided in this section shall be void. | 0024| Any unexpended or unencumbered balance remaining from the | 0025| proceeds of severance tax bonds issued pursuant to Subsection A | 0001| of this section at the end of fiscal year 1999 shall revert to | 0002| the severance tax bonding fund. | 0003| Section 2.
