SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED--APPROPRIATION OF PROCEEDS.--The state board of finance may issue | 0021| and sell severance tax bonds in compliance with the Severance | 0022| Tax Bonding Act in an amount not exceeding ninety thousand three | 0023| hundred thirty-six dollars ($90,336) when the New Mexico office | 0024| of Indian affairs certifies the need for the issuance of the | 0025| bonds. The state board of finance shall schedule the issuance | 0001| and sale of the bonds in the most expeditious and economical | 0002| manner possible upon a finding by the board that the project has | 0003| been developed sufficiently to justify the issuance and that the | 0004| project can proceed to contract within a reasonable time. The | 0005| state board of finance shall further take the appropriate steps | 0006| necessary to comply with the Internal Revenue Code of 1986, as | 0007| amended. The proceeds from the sale of the bonds are | 0008| appropriated to the New Mexico office of Indian affairs for the | 0009| purpose of completing the construction and renovation of the | 0010| Mexican Springs warehouse and purchasing four walk-in coolers | 0011| for the Kirtland warehouse, Mexican Springs warehouse and the | 0012| Fort Wingate central receiving warehouse in the Navajo nation | 0013| located in San Juan and McKinley counties. Any unexpended or | 0014| unencumbered balance remaining at the end of fiscal year 1999 | 0015| shall revert to the severance tax bonding fund. If the New | 0016| Mexico office of Indian affairs has not certified the need for | 0017| the issuance of the bonds by the end of fiscal year 1998, the | 0018| authorization provided in this section shall be void. | 0019| Section 2.
