0012|     MAKING AN APPROPRIATION TO THE GOVERNOR TO RETAIN PRIVATE

0013|     COUNSEL TO ADVISE AND REPRESENT THE STATE, COUNTIES AND

0014|     MUNICIPALITIES CONCERNING THEIR RIGHTS AND POWERS OVER PUBLIC

0015|     LANDS THAT MAY BE IMPROPERLY UNDER THE CONTROL OF THE FEDERAL

0018|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0019|       Section 1.  APPROPRIATION.--Fifty thousand dollars
    |
0020|     ($50,000) is appropriated from the general fund to the office of
    |
0021|     the governor for expenditure in fiscal year 1997 for the purpose
    |
0022|     of retaining private counsel to advise, represent and pursue
    |
0023|     litigation on behalf of the state, counties and municipalities
    |
0024|     concerning their rights and powers to assert jurisdiction,
    |
0025|     sovereignty, ownership and authority over public lands that may
    |
0001|     be improperly under the control of the federal government.  Any
    |
0002|     unexpended or unencumbered balance remaining at the end of
    |
0003|     fiscal year 1997 shall revert to the general fund.
