0001| HOUSE JOINT MEMORIAL 2 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND | 0003| SESSION, 1996 | 0004| INTRODUCED BY | 0005| ALBERT GURULE | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE EDUCATION STUDY COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION | 0013| ENCOURAGE ALL PUBLIC SCHOOL DISTRICTS TO BECOME ELIGIBLE | 0014| MEDICAID PROVIDERS AND THAT IT PROVIDE A DISTRICT-BY-DISTRICT | 0015| ASSESSMENT OF THE REASONS WHY PUBLIC SCHOOL DISTRICTS ARE UNABLE | 0016| TO BECOME ELIGIBLE PROVIDERS UNDER THE STATE MEDICAID PROGRAM. | 0017| | 0018| WHEREAS, the federal government has determined that public | 0019| school districts are able to receive medicaid reimbursement for | 0020| services currently being provided by the state; and | 0021| WHEREAS, there is a critical need for additional health- | 0022| related services to be provided by public schools; and | 0023| WHEREAS, the state legislature requested that the state | 0024| department of public education, with the assistance of an | 0025| appointed task force, conduct a study of medicaid eligibility in | 0001| public schools; and | 0002| WHEREAS, the state department of public education and the | 0003| appointed task force recommended to the state legislature that | 0004| all public school districts become eligible to receive medicaid | 0005| funds by the 1996-1997 school year; and | 0006| WHEREAS, approximately one-third of public school districts | 0007| are currently eligible to receive medicaid funds; and | 0008| WHEREAS, a comprehensive assessment of why more public | 0009| school districts have not become medicaid providers needs to be | 0010| conducted; | 0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0012| STATE OF NEW MEXICO that the state board of education encourage | 0013| all public school districts to become eligible medicaid | 0014| providers by the year 2000; and | 0015| BE IT FURTHER RESOLVED that the state department of public | 0016| education provide a district-by-district assessment of the | 0017| specific reasons why public school districts are unable to | 0018| become eligible medicaid providers, as well as a detailed plan | 0019| to encourage more public school districts to become medicaid | 0020| providers; and | 0021| BE IT FURTHER RESOLVED that the state department of public | 0022| education present to the legislative education study committee a | 0023| list of public school districts that have agreed to become | 0024| medicaid providers; and | 0025| BE IT FURTHER RESOLVED that the state department of public | 0001| education report its findings of the assessment to the | 0002| legislative education study committee by November 1, 1996; and | 0003| BE IT FURTHER RESOLVED that a copy of this memorial be sent | 0004| to the superintendent of public instruction and the director of | 0005| the legislative education study committee for appropriate | 0006| distribution. | 0007| - 3 - State of New Mexico | 0008| House of Representatives | 0009| | 0010| FORTY-SECOND LEGISLATURE | 0011| SECOND SESSION, 1996 | 0012| | 0013| January 23, l996 | 0014| | 0015| | 0016| Mr. Speaker: | 0017| | 0018| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0019| whom has been referred | 0020| | 0021| HOUSE JOINT MEMORIAL 2 | 0022| | 0023| has had it under consideration and finds same to be | 0024| GERMANE in accordance with constitutional provisions. | 0025| | 0001| Respectfully submitted, | 0002| | 0003| | 0004| | 0005| | 0006| Barbara A.
