0012|     REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO ANALYZE

0013|     THE INFRASTRUCTURE NEEDS OF THE STATE'S PUBLIC SCHOOLS AND

0014|     RECOMMEND IMPROVEMENTS TO THE LEGISLATURE IN ALLOCATING

0015|     RESOURCES TO MEET THOSE NEEDS.

0017|       WHEREAS, public schools submitted requests to the public
    |
0018|     school capital outlay council for more than one hundred twenty-seven million dollars ($127,000,000) worth of capital
    |
0019|     improvements in fiscal year 1995; and
    |
0020|       WHEREAS, the public school capital outlay council was able
    |
0021|     to fund only a fraction of those requests; and
    |
0022|       WHEREAS, some of the critical needs of our public schools
    |
0023|     are illustrated by the school that is sinking in Pecos, a
    |
0024|     collapsed roof on a school in Hatch and the use of rejected army
    |
0025|     barracks for school classrooms in Gadsden;
    |
0001|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0002|     STATE OF NEW MEXICO that the legislative education study
    |
0003|     committee analyze the infrastructure needs of New Mexico's
    |
0004|     public schools, review alternative funding methods to meet those
    |
0005|     needs and recommend to the legislature by January 1, 1997
    |
0006|     improvements to the state's procedures for supporting school
    |
0007|     infrastructure needs and allocating the state's resources
    |
0008|     equitably statewide; and
    |
0009|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0010|     transmitted to the legislative education study committee.
