  Mr. Speaker:
  
     Your EDUCATION COMMITTEE, to whom has been referred
  
                     HOUSE JOINT MEMORIAL 5
                                
                                 has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
     1.  On page 2, line 6, after "agreements;" insert "and".
  
     2.  On page 2, between lines 6 and 7, insert the following
  paragraph to read:
  
     "WHEREAS, New Mexico colleges and universities are participants
  in the western joint purchasing initiative established in 1994 to use
  group buying power to reduce the costs of telecommunications products
  and services used by education and other governmental agencies;".
  
     3.  On page 2, line 11, after "districts" insert ", colleges
  and universities".
  
     4.  On page 2, line 19, after "education" insert ", the
  commission on higher education".
  
     5.  On page 2, line 25, after "services" insert ", executive
  director of the commission on higher education".
