SALAZAR | 0006| | 0007| | 0008| FOR THE HEALTH CARE TASK FORCE AND THE LEGISLATIVE | 0009| HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE HUMAN SERVICES DEPARTMENT TO REPORT ON PROVIDER | 0013| RATE FEE INCREASES AND OTHER OPTIONS TO ENSURE ADEQUATE SERVICE | 0014| OF MEDICAID PATIENTS THROUGHOUT NEW MEXICO. | 0015| | 0016| WHEREAS, the medicaid program meets critical needs by | 0017| providing medical services to the poor and most disadvantaged | 0018| members of the state; and | 0019| WHEREAS, the state has an ongoing interest in ensuring that | 0020| medicaid services are provided in an efficient and timely manner | 0021| to all eligible persons throughout the state; and | 0022| WHEREAS, problems persist in ensuring that medicaid | 0023| services are reasonably available on a fair participation basis | 0024| from health care providers to all eligible New Mexicans | 0025| throughout the state; and | 0001| WHEREAS, health care providers have noted chronic payment | 0002| problems with the amount and timing of reimbursements provided | 0003| through the medicaid program, inhibiting participation by | 0004| providers; and | 0005| WHEREAS, the 1995 New Mexico state legislature appropriated | 0006| four million dollars ($4,000,000) to the human services | 0007| department to increase reimbursement rate fees for medicaid | 0008| providers, to increase payments as a modifier add-on to | 0009| physicians serving medicaid patients in medically underserved | 0010| areas and to increase reimbursement rate fees for dentists | 0011| participating in the medicaid program; and | 0012| WHEREAS, the governor vetoed language directing that the | 0013| four million dollars ($4,000,000) appropriated in 1995 by the | 0014| New Mexico state legislature to the human services department be | 0015| used specifically to increase reimbursement rate fees for | 0016| medicaid providers, to provide for increased payments as a | 0017| modifier add-on to physicians serving medicaid patients in | 0018| medically underserved areas and to increase reimbursements to | 0019| dentists in the medicaid program; and | 0020| WHEREAS, the effect of the governor's veto was to | 0021| appropriate four million dollars ($4,000,000) to the human | 0022| services department for medicaid providers, without restriction; | 0023| and | 0024| WHEREAS, the human services department testified before the | 0025| 1995 legislative interim health care task force that it planned | 0001| to implement a dental fee increase effective October 1995 and a | 0002| physician fee increase effective January 1996, pending | 0003| expenditure trends; and | 0004| WHEREAS, if voluntary efforts and fee increases to | 0005| providers do not result in ensuring that medicaid services are | 0006| reasonably available to all eligible New Mexicans throughout the | 0007| state, then mandatory measures such as requiring medicaid | 0008| services by providers as a condition of licensure may be | 0009| necessary; | 0010| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0011| STATE OF NEW MEXICO that the human services department report to | 0012| the appropriate interim legislative committee by October 1, 1996 | 0013| on the effect of increased reimbursement rate fees for dentists | 0014| and physicians on recruiting and maintaining more providers for | 0015| the medicaid program and on the need for mandatory programs or | 0016| other options to increase participation by health care providers | 0017| in the medicaid program; and | 0018| BE IT FURTHER RESOLVED that a copy of this memorial be sent | 0019| to the secretary of human services. | 0020| - - State of New Mexico | 0021| House of Representatives | 0022| | 0023| FORTY-SECOND LEGISLATURE | 0024| SECOND SESSION, 1996 | 0025| | 0001| January 25, l996 | 0002| | 0003| | 0004| Mr. Speaker: | 0005| | 0006| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0007| whom has been referred | 0008| | 0009| HOUSE JOINT MEMORIAL 8 | 0010| | 0011| has had it under consideration and finds same to be | 0012| GERMANE in accordance with constitutional provisions. | 0013| | 0014| Respectfully submitted, | 0015| | 0016| | 0017| | 0018| | 0019| Barbara A.
