ABEYTA | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THAT THE GOVERNOR AND RESPONSIBLE SOCIAL SERVICE | 0013| AGENCIES ENSURE THAT REDUCTIONS IN MEDICAID BENEFITS NOT DENY | 0014| RECIPIENTS ACCESS TO ADEQUATE HEALTH CARE. | 0015| | 0016| WHEREAS, many New Mexicans have access to health care only | 0017| due to their eligibility for medicaid; and | 0018| WHEREAS, reductions in medicaid or its successor program | 0019| may have drastic effects on New Mexico's poor, elderly and | 0020| disabled citizens; and | 0021| WHEREAS, in the advent of managed care, providers will | 0022| concern themselves primarily with consumer groups most able to | 0023| afford health care; and | 0024| WHEREAS, this challenge affords great opportunity to better | 0025| utilize attendants, homemakers, home health aides and other | 0001| health support personnel, both in providing services and in | 0002| reducing costs; and | 0003| WHEREAS, meeting the challenge of providing adequate health | 0004| care to all New Mexicans will take a full effort on the part of | 0005| everyone concerned, including both the executive and legislative | 0006| branches of government, service providers and professionals from | 0007| every category, and consumers and community advocacy groups; and | 0008| WHEREAS, due in large part to the Washington gridlock, | 0009| states do not yet know what the eligibility criteria are or of | 0010| what the benefits package will consist; | 0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0012| STATE OF NEW MEXICO that both the legislature and the executive | 0013| branch of government, including the governor and the secretaries | 0014| of the respective health and social service agencies, be | 0015| requested to ensure the provision of adequate health care for | 0016| the state's poor, elderly and disabled regardless of actions at | 0017| the federal level; and | 0018| BE IT FURTHER RESOLVED that the recommendations of existing | 0019| continuum and advocacy groups be given serious consideration in | 0020| decision-making on eligibility criteria and the benefits package | 0021| offered New Mexicans under congress's revised medicaid or its | 0022| successor program; and | 0023| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0024| to the governor and the secretaries of each department and | 0025| agency that provides health and human services. | 0001| - 2 - State of New Mexico | 0002| House of Representatives | 0003| | 0004| FORTY-SECOND LEGISLATURE | 0005| SECOND SESSION, 1996 | 0006| | 0007| January 25, l996 | 0008| | 0009| | 0010| Mr. Speaker: | 0011| | 0012| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0013| whom has been referred | 0014| | 0015| HOUSE JOINT MEMORIAL 17 | 0016| | 0017| has had it under consideration and finds same to be | 0018| GERMANE in accordance with constitutional provisions. | 0019| | 0020| Respectfully submitted, | 0021| | 0022| | 0023| | 0024| | 0025| Barbara A.
