PICRAUX | 0006| | 0007| | 0008| | 0009| FOR THE HEALTH CARE TASK FORCE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION, IN | 0013| COOPERATION WITH THE DEPARTMENT OF HEALTH, THE HUMAN SERVICES | 0014| DEPARTMENT AND THE DEPARTMENT OF INSURANCE, TO STUDY AND PROPOSE | 0015| OPTIONS TO IMPROVE ACCESS TO HEALTH CARE BY BETTER USE OF PUBLIC | 0016| AND PRIVATE FUNDS. | 0017| | 0018| WHEREAS, Section 9-7-11.1 NMSA 1978 states that it is the | 0019| policy of the state of New Mexico to promote optimal health, to | 0020| improve the quality of life and to assure that basic health | 0021| services are available, accessible, acceptable and culturally | 0022| appropriate, regardless of financial status; and | 0023| WHEREAS, although New Mexico has made progress to decrease | 0024| the number of uninsured residents, the rate of New Mexico's | 0025| uninsured residents still averages approximately twenty percent; | 0001| and | 0002| WHEREAS, New Mexico is reportedly still among the three | 0003| states in the country with the highest percentage of uninsured | 0004| residents; and | 0005| WHEREAS, two-thirds of uninsured New Mexicans are working | 0006| people and their families; and | 0007| WHEREAS, children in New Mexico under age eighteen comprise | 0008| thirty-six percent of the state's uninsured; and | 0009| WHEREAS, despite the New Mexico legislature's expansion of | 0010| medicaid eligibility for children at up to one hundred eighty-five percent of the federal poverty level and the creation of | 0011| the New Mexico health insurance alliance, the uninsured rate in | 0012| New Mexico still remains high; and | 0013| WHEREAS, New Mexico's health care delivery system is | 0014| considered a regional system in that the natural delivery areas | 0015| cross county and municipality boundaries; and | 0016| WHEREAS, pending constraints in federal funding and | 0017| potential federal block granting of the welfare and medicaid | 0018| programs, combined with the current decline in predicted state | 0019| revenues, warrant a reassessment of how the state can best | 0020| expand access to health care for New Mexicans and decrease the | 0021| uninsured rate; and | 0022| WHEREAS, pending federal and state revenue constraints | 0023| warrant a reexamination of financing health care delivery in New | 0024| Mexico and studying how the state can continue to decrease the | 0025| number of uninsured New Mexicans and obtain the best value for | 0001| existing health care funds; | 0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0003| STATE OF NEW MEXICO that the New Mexico health policy | 0004| commission, in cooperation with the department of health, the | 0005| human services department and the department of insurance, study | 0006| and propose options to improve access to comprehensive health | 0007| care by better use of existing public and private funds. The | 0008| options shall include a study of: | 0009| A. what financial resources are utilized from | 0010| federal, state and local governments to provide health care and | 0011| how those resources can be realigned to improve the efficiency | 0012| and effectiveness of health care financing and delivery and | 0013| health-related functions; | 0014| B. publicly funded insurance programs in the state | 0015| and how restructuring the programs can increase the value of the | 0016| money spent to insure the individuals participating in the | 0017| programs, enhance the quality of health care delivery and | 0018| improve access to health care insurance for a larger New Mexico | 0019| population; | 0020| C. the roles and responsibilities of the private | 0021| sector and state and local government entities providing health | 0022| care to determine the optimal administrative and operational | 0023| structure to accomplish an efficient state, regional and local | 0024| distribution of health care financing and services, including | 0025| providing catastrophic health care coverage; | 0001| D. the development of mechanisms to inform the | 0002| consumer on health insurance purchasing options and choices, | 0003| including specifications for the consumer about cost, quality | 0004| and consumer preference; and | 0005| E. how private health care dollars can be used to | 0006| leverage public health care dollars to provide more health care | 0007| services for the uninsured; and | 0008| BE IT FURTHER RESOLVED that the New Mexico health policy | 0009| commission initiate the appropriate approach for public | 0010| solicitation that involves advocates, health care providers and | 0011| consumers in a community meeting process to seek consensus on | 0012| how to guide health care spending, allocation and benefits | 0013| decisions as those decisions relate to the study and proposed | 0014| options to improve access to comprehensive health care by better | 0015| use of existing public and private funds; and | 0016| BE IT FURTHER RESOLVED that the New Mexico health policy | 0017| commission seek input in its study from the risk management | 0018| division of the general services department, the public school | 0019| insurance authority, the retiree health care authority, the New | 0020| Mexico association of counties, the New Mexico municipal league | 0021| and the private sector; and | 0022| BE IT FURTHER RESOLVED that the New Mexico health policy | 0023| commission report and make recommendations to the appropriate | 0024| interim legislative committee by October 15, 1996 on a new | 0025| health care financing system for New Mexico to continue to | 0001| improve access to health care by better use of existing public | 0002| and private funds; and | 0003| BE IT FURTHER RESOLVED that a copy of this memorial be sent | 0004| to the executive director of the New Mexico health policy | 0005| commission, the secretary of health, the secretary of human | 0006| services and the superintendent of insurance. | 0007| - 5 - State of New Mexico | 0008| House of Representatives | 0009| | 0010| FORTY-SECOND LEGISLATURE | 0011| SECOND SESSION, 1996 | 0012| | 0013| January 25, 1996 | 0014| | 0015| | 0016| Mr. Speaker: | 0017| | 0018| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0019| whom has been referred | 0020| | 0021| HOUSE JOINT MEMORIAL 20 | 0022| | 0023| has had it under consideration and finds same to be | 0024| GERMANE in accordance with constitutional provisions. | 0025| | 0001| Respectfully submitted, | 0002| | 0003| | 0004| | 0005| | 0006| Barbara A.
