0012|     REQUESTING THE STATE CORPORATION COMMISSION AND THE APPROPRIATE
    |
0013|     LEGISLATIVE COMMITTEE TO COOPERATE IN A STUDY OF
    |
0014|     TELECOMMUNICATIONS LAWS AND REGULATIONS AS THEY AFFECT PROGRAMS
    |
0015|     FOR DISTANCE LEARNING, TELEMEDICINE AND ACCESS TO INFORMATION
    |
0016|     AND PUBLIC SERVICES.

0018|       WHEREAS, recent advances in telecommunications provide
    |
0019|     opportunities for educational, medical and other public
    |
0020|     services; and
    |
0021|       WHEREAS, existing laws, regulations and other legal
    |
0022|     measures may not reflect new technological conditions; and
    |
0023|       WHEREAS, many organizations, agencies and private groups,
    |
0024|     including schools, post-secondary institutions, libraries and
    |
0025|     medical facilities are trying to establish telecommunications
    |
0001|     networks without coordination with one another, and duplication
    |
0002|     of services and unnecessary redundancies and inefficiencies may
    |
0003|     occur; and
    |
0004|       WHEREAS, hardware costs and standard residential and
    |
0005|     business rate classification may not reflect current
    |
0006|     telecommunication economics;
    |
0007|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0008|     STATE OF NEW MEXICO that the state corporation commission be
    |
0009|     requested to cooperate with the legislative science, technology,
    |
0010|     energy and defense conversion committee or other appropriate
    |
0011|     interim committee in studying policy, economic and technological
    |
0012|     constraints on distance learning, telemedicine and access to
    |
0013|     information and public services; and
    |
0014|       BE IT FURTHER RESOLVED that the state corporation
    |
0015|     commission make recommendations to the legislature by December
    |
0016|     1, 1996 for legislation needed to foster development of
    |
0017|     effective, efficient and economical telecommunications
    |
0018|     infrastructure and rate structure; and
    |
0019|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0020|     transmitted to the state corporation commission.
