0012|     REQUESTING THAT EACH EXECUTIVE AGENCY HAVING AUTHORITY TO

0013|     PROMULGATE REGULATIONS CONDUCT A FISCAL IMPACT STATEMENT ON THE

0014|     COST AND BENEFIT OF IMPLEMENTING THE REGULATIONS.

0016|       WHEREAS, the extent of regulations in executive agencies is
    |
0017|     unknown but extensive; and
    |
0018|       WHEREAS, review and revision of existing state regulations
    |
0019|     is not required on a regular basis; and
    |
0020|       WHEREAS, the cost of implementing state regulations is
    |
0021|     potentially burdensome; and
    |
0022|       WHEREAS, the benefit of state regulations is questionable
    |
0023|     and should be reviewed to determine the necessity of state
    |
0024|     regulations promulgated by executive agencies;
    |
0025|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0001|     STATE OF NEW MEXICO that an executive agency having authority to
    |
0002|     promulgate regulations conduct a fiscal impact statement on the
    |
0003|     cost and benefit of implementing the regulations and submit the
    |
0004|     fiscal impact statement to the entity on which the regulation is
    |
0005|     to be imposed; and
    |
0006|       BE IT FURTHER RESOLVED that copies of this memorial be sent
    |
0007|     to each cabinet secretary of each executive agency.
