PERLS | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| SUPPORTING THE PRESIDENT'S PROPOSAL TO DECREASE TOBACCO USE BY | 0013| CHILDREN BY REDUCING CHILDREN'S ACCESS TO TOBACCO PRODUCTS AND | 0014| THE PRODUCTS' APPEAL TO CHILDREN. | 0015| | 0016| WHEREAS, more children alive today will die from tobacco | 0017| use than from any other single cause, including AIDS, alcohol, | 0018| car accidents, murders, suicides, illegal drugs and fires | 0019| combined; and | 0020| WHEREAS, children's smoking rates are rising, with the | 0021| number of eighth-graders who smoke increasing thirty percent | 0022| from 1991 to 1994; and | 0023| WHEREAS, every day another three thousand American children | 0024| start to smoke, nearly one thousand of whom will become addicted | 0025| to nicotine and ultimately die from lung cancer, heart disease | 0001| or other tobacco-related causes; and | 0002| WHEREAS, the tobacco industry spends over six billion | 0003| dollars ($6,000,000,000) annually on advertisements and | 0004| promotions that, whether intentional or not, have the effect of | 0005| encouraging children to use tobacco products; and | 0006| WHEREAS, the three most heavily advertised cigarette | 0007| brands, Marlboro, Camel and Newport, are the brands chosen by | 0008| five out of every six child smokers; and | 0009| WHEREAS, state and local laws restricting tobacco sales to | 0010| minors are routinely ignored; and | 0011| WHEREAS, to reduce the use of tobacco by children, the | 0012| president has proposed regulations that would reduce children's | 0013| access to tobacco products and the products' appeal to children; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that it support the president's proposal to | 0016| decrease tobacco use by children by reducing children's access | 0017| to tobacco products and the products' appeal to children; and | 0018| BE IT FURTHER RESOLVED that copies of this memorial be | 0019| transmitted to the members of the New Mexico congressional | 0020| delegation. | 0021|  State of New Mexico | 0022| House of Representatives | 0023| | 0024| FORTY-SECOND LEGISLATURE | 0025| SECOND SESSION, 1996 | 0001| | 0002| February 1, l996 | 0003| | 0004| | 0005| Mr. Speaker: | 0006| | 0007| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0008| whom has been referred | 0009| | 0010| HOUSE JOINT MEMORIAL 28 | 0011| | 0012| has had it under consideration and finds same to be | 0013| GERMANE in accordance with constitutional provisions. | 0014| | 0015| Respectfully submitted, | 0016| | 0017| | 0018| | 0019| | 0020| Barbara A.
