0001| HOUSE JOINT MEMORIAL 30 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| RICK MIERA | 0006| | 0007| | 0008| | 0009| FOR THE DWI OVERSIGHT TASK FORCE | 0010| | 0011| A JOINT MEMORIAL | 0012| RECOGNIZING THE RECOMMENDATION OF THE DWI OVERSIGHT TASK FORCE | 0013| THAT ADDITIONAL FUNDING BE PROVIDED FOR IMPLEMENTATION OF THE | 0014| STATEWIDE COURT AUTOMATION PROGRAM. | 0015| | 0016| WHEREAS, prior to the beginning of the statewide court | 0017| automation program in 1993, automation in state courts consisted | 0018| of a haphazard collection of separate systems that did not speak | 0019| to each other; and | 0020| WHEREAS, the strategic goals of the statewide court | 0021| automation program include improving case management by state | 0022| courts, enhancing the ability of state courts and other agencies | 0023| to share data and providing state courts and other agencies with | 0024| access to information regarding prior criminal convictions, | 0025| including DWI convictions; and | 0001| WHEREAS, with respect to DWI prosecutions, the ability to | 0002| retrieve accurate information regarding prior DWI convictions | 0003| will ensure the full implementation of the DWI sentencing laws | 0004| that were enacted in 1993; and | 0005| WHEREAS, the funding history for the statewide court | 0006| automation program is as follows: the 1993 legislature | 0007| appropriated five million five hundred thousand dollars | 0008| ($5,500,000) for the program; the 1994 legislature appropriated | 0009| two million fifty thousand dollars ($2,050,000) for the program; | 0010| and the 1995 legislature appropriated four million five hundred | 0011| thousand dollars ($4,500,000) for the program; and | 0012| WHEREAS, based upon testimony received during the 1995 | 0013| interim, the DWI oversight task force believes that continued | 0014| funding for the statewide court automation program will enhance | 0015| the ability of district courts, magistrate courts and the | 0016| Bernalillo county metropolitan court to manage cases, including | 0017| DWI cases, in a timely and equitable manner; | 0018| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0019| STATE OF NEW MEXICO that it recognize the recommendation of the | 0020| DWI oversight task force that additional funding be provided for | 0021| implementation of the statewide court automation program; and | 0022| BE IT FURTHER RESOLVED that copies of this memorial be | 0023| transmitted to the chair of the house appropriations and finance | 0024| committee, the chair of the senate finance committee and the | 0025| director of the administrative office of the courts. | 0001| - 2 - State of New Mexico | 0002| House of Representatives | 0003| | 0004| FORTY-SECOND LEGISLATURE | 0005| SECOND SESSION, 1996 | 0006| | 0007| February 1, l996 | 0008| | 0009| | 0010| Mr. Speaker: | 0011| | 0012| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0013| whom has been referred | 0014| | 0015| HOUSE JOINT MEMORIAL 30 | 0016| | 0017| has had it under consideration and finds same to be | 0018| GERMANE in accordance with constitutional provisions. | 0019| | 0020| Respectfully submitted, | 0021| | 0022| | 0023| | 0024| | 0025| Barbara A.
