WILLIAMS | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE OFFICE OF CULTURAL AFFAIRS TO STUDY THE POTENTIAL | 0013| ESTABLISHMENT OF AN OFFICE OF AFRICAN-AMERICAN AFFAIRS. | 0014| | 0015| WHEREAS, although African-Americans make up only a small | 0016| percentage of the population of New Mexico, they have, | 0017| nevertheless, contributed to the fortunes of the state far | 0018| beyond their numbers; and | 0019| WHEREAS, from the very beginning when Estevanico the Moor | 0020| journeyed with Alvar Nunez Cabeza de Vaca across pre-colonial | 0021| New Mexico bringing tales of the seven cities of gold to the | 0022| Spanish viceroy; and | 0023| WHEREAS, the tenth cavalry--the "buffalo soldiers"--was | 0024| composed almost entirely of African-American troops who were | 0025| instrumental in bringing civil order to the Southwest; and | 0001| WHEREAS, many of the cowboys who came west with the cattle | 0002| herds were black--among them Bose Ikard, Charles Goodnight's | 0003| most trusted friend; and | 0004| WHEREAS, one violin-playing black cowboy, George McJunkin, | 0005| foreman of the Crowfoot ranch, self-educated and curious about | 0006| antiquity, revolutionized our understanding of the human | 0007| settlement of North America by discovering "Folsom man" in a dry | 0008| arroyo in northeastern New Mexico; and | 0009| WHEREAS, African-American New Mexicans continue to | 0010| distinguish themselves and our state in the arts, sciences and | 0011| public services; and | 0012| WHEREAS, New Mexico has established formal offices and | 0013| agencies to recognize and serve the interests of other, larger | 0014| ethnic groups; | 0015| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0016| STATE OF NEW MEXICO that the office of cultural affairs be | 0017| requested to study the potential creation of an office of | 0018| African-American affairs and report its findings to the | 0019| appropriate interim committee, directed by the New Mexico | 0020| legislative council to take that testimony by December 1, 1996; | 0021| and | 0022| BE IT FURTHER RESOLVED that copies of this memorial be | 0023| transmitted to the office of cultural affairs, the co-chairmen | 0024| of the New Mexico legislative council and the director of the | 0025| legislative council service. | 0001|  State of New Mexico | 0002| House of Representatives | 0003| | 0004| FORTY-SECOND LEGISLATURE | 0005| SECOND SESSION, 1996 | 0006| | 0007| February 1, l996 | 0008| | 0009| | 0010| Mr. Speaker: | 0011| | 0012| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0013| whom has been referred | 0014| | 0015| HOUSE JOINT MEMORIAL 36 | 0016| | 0017| has had it under consideration and finds same to be | 0018| GERMANE in accordance with constitutional provisions. | 0019| | 0020| Respectfully submitted, | 0021| | 0022| | 0023| | 0024| | 0025| Barbara A.
