ABEYTA | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| EXPRESSING THE OPPOSITION OF THE LEGISLATURE TO THE GOVERNOR'S | 0013| PLAN TO INCREASE TUITION AT NEW MEXICO'S INSTITUTIONS OF POST-SECONDARY EDUCATION. | 0014| | 0015| WHEREAS, Governor Gary Johnson proposes to raise college | 0016| tuition by eight percent; and | 0017| WHEREAS, this increase would be far more than the rate of | 0018| inflation for the past several years; and | 0019| WHEREAS, too few New Mexicans can afford tuition as it is, | 0020| and more, not fewer, New Mexicans need to obtain higher | 0021| education in order for the state to enter the twenty-first | 0022| century economically; and | 0023| WHEREAS, New Mexico is ranked forty-seventh among the fifty | 0024| states in per capita income and our citizens depend on better | 0025| more available education to improve their lives and the standing | 0001| of New Mexico among the other states in academic and economic | 0002| achievement; and | 0003| WHEREAS, cost cuts at educational institutions should not | 0004| come at the expense of the people these institutions exist to | 0005| serve; and | 0006| WHEREAS, recent advances in high technology offer the | 0007| opportunity for colleges to reduce costs by teaching courses | 0008| more efficiently through distance learning and other methods; | 0009| and | 0010| WHEREAS, post-secondary institutions have other means of | 0011| cutting costs such as consolidating boards of governors and | 0012| departments, reducing administrative overhead and requiring more | 0013| productivity from faculty; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that the legislature oppose the governor's | 0016| suggestion that boards of governors increase tuition; and | 0017| BE IT FURTHER RESOLVED that boards of governors be | 0018| requested to disregard the governor's suggestion and hold the | 0019| line on tuition if reduction of tuition is not possible; and | 0020| BE IT FURTHER RESOLVED that copies of this memorial be | 0021| transmitted to the governor and to board of regents, governing | 0022| board and community college board members of New Mexico post-secondary institutions. | 0023|  State of New Mexico | 0024| House of Representatives | 0025| | 0001| FORTY-SECOND LEGISLATURE | 0002| SECOND SESSION, 1996 | 0003| | 0004| February 1, l996 | 0005| | 0006| | 0007| Mr. Speaker: | 0008| | 0009| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0010| whom has been referred | 0011| | 0012| HOUSE JOINT MEMORIAL 37 | 0013| | 0014| has had it under consideration and finds same to be | 0015| GERMANE in accordance with constitutional provisions. | 0016| | 0017| Respectfully submitted, | 0018| | 0019| | 0020| | 0021| | 0022| Barbara A.
