NICELY | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE, WITH | 0013| COOPERATION FROM THE STATE DEPARTMENT OF PUBLIC EDUCATION AND | 0014| THE GOVERNOR'S OFFICE, TO CONDUCT A STATEWIDE PUBLIC EDUCATION | 0015| STRATEGIC PLANNING PROCESS. | 0016| | 0017| WHEREAS, New Mexico has been involved in multiple | 0018| restructuring and systemic change initiatives to improve the | 0019| elementary and secondary educational system; and | 0020| WHEREAS, a comprehensive framework for education that can | 0021| sustain targeted goals and objectives is necessary for long-term | 0022| support from all branches of government and the public; and | 0023| WHEREAS, the framework can be established through a | 0024| strategic planning process that provides the opportunity for all | 0025| branches of government and the public to reach consensus about | 0001| the purpose of schooling and to concentrate all efforts, | 0002| resources, activities and energies toward maximizing the | 0003| efficiency and effectiveness of the educational system to best | 0004| prepare New Mexico's students for the future; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the legislative education study | 0007| committee be requested to cooperate with the state department of | 0008| public education and the governor's office to conduct a | 0009| statewide public education strategic planning process; and | 0010| BE IT FURTHER RESOLVED that within the planning process the | 0011| following elements be included: | 0012| A. development of a statewide strategic plan for | 0013| public school education that provides a well-defined vision and | 0014| articulated steps to achieve national preeminence in education; | 0015| B. consensus building among all interested and | 0016| designated authorities responsible for public education policy | 0017| to develop a common goal of improving the educational | 0018| opportunities and the performance of all New Mexico's children | 0019| and youth; and | 0020| C. development of a plan to coordinate the state-level planning cycle with the budgeting cycle to ensure that the | 0021| strategic plan drives state-level funding decisions; and | 0022| BE IT FURTHER RESOLVED that the legislative education study | 0023| committee findings be reported and be recommended to the first | 0024| session of the forty-third legislature; and | 0025| BE IT FURTHER RESOLVED that copies of this memorial be | 0001| transmitted to the legislative education study committee, its | 0002| director, the superintendent of public instruction and the | 0003| governor. | 0004|  State of New Mexico | 0005| House of Representatives | 0006| | 0007| FORTY-SECOND LEGISLATURE | 0008| SECOND SESSION, 1996 | 0009| | 0010| February 1, l996 | 0011| | 0012| | 0013| Mr. Speaker: | 0014| | 0015| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0016| whom has been referred | 0017| | 0018| HOUSE JOINT MEMORIAL 41 | 0019| | 0020| has had it under consideration and finds same to be | 0021| GERMANE in accordance with constitutional provisions. | 0022| | 0023| Respectfully submitted, | 0024| | 0025| | 0001| | 0002| | 0003| Barbara A.
