  Mr. Speaker:
  
     Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom
  has been referred
  
                    HOUSE JOINT MEMORIAL 46
                                
                                 has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
     1.  On page 1, line 12, strike "TO TEXAS" and insert in lieu
  thereof "TO OUT-OF-STATE LOCATIONS AND REQUESTING RETURN OF THOSE
  PRISONERS RECENTLY SENT TO TEXAS".
  
     2.  On page 2, line 10, following "Texas" insert "or other out-of-state locations".
  
     3.  On page 2, between lines 10 and 11, insert:
  
     "BE IT FURTHER RESOLVED that those prisoners recently
  transferred to Texas correctional facilities be returned to New
  Mexico as soon as practicable; and".
