PEREA CASEY | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO | 0013| COOPERATE IN THE PRESERVATION OF A COMPREHENSIVE QUALITY CHILD-CARE DELIVERY SYSTEM. | 0014| | 0015| WHEREAS, children are our most precious resource, and far | 0016| too many of New Mexico's children live in poverty; and | 0017| WHEREAS, quality child-care services of every kind are | 0018| critically necessary if today's young children are to become | 0019| tomorrow's productive healthy citizens; and | 0020| WHEREAS, these same child-care services permit working | 0021| parents to better support their families; and | 0022| WHEREAS, reimbursement rates for child care directly affect | 0023| the quality of care available; and | 0024| WHEREAS, expected cuts in federal block and categorical | 0025| grants seriously threaten continuation of a quality child-care | 0001| delivery system for the working poor; and | 0002| WHEREAS, maintenance of effort in preserving key quality | 0003| assurance components of a comprehensive quality child-care | 0004| delivery system should include before- and after-school care | 0005| programs and early childhood development programs; and | 0006| WHEREAS, a comprehensive quality child-care delivery system | 0007| should include a monitoring section to ensure compliance with | 0008| all appropriate licensing regulations and quality care | 0009| standards; and | 0010| WHEREAS, such a system should also include community-based | 0011| child-care resource and referral programs that provide training | 0012| and technical assistance to both home-based and center-based | 0013| providers; and | 0014| WHEREAS, a comprehensive quality child-care delivery system | 0015| should support the statewide early child-care education and | 0016| family support professional career lattice initiative and | 0017| provide resource and referral services to parents; and | 0018| WHEREAS, New Mexico is committed to preserving a | 0019| comprehensive quality child-care delivery system; | 0020| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0021| STATE OF NEW MEXICO that the children, youth and families | 0022| department create and lead a child-care task force to ensure | 0023| preservation of a comprehensive quality child-care delivery | 0024| system; and | 0025| BE IT FURTHER RESOLVED that the task force include | 0001| representatives from the human services department, the young | 0002| children's continuum, the child development board, service | 0003| providers, parents, early child-care and education professionals | 0004| and organizations and the business community; and | 0005| BE IT FURTHER RESOLVED that the task force make | 0006| recommendations to ensure the maintenance and expansion of a | 0007| high quality comprehensive child-care delivery system to the | 0008| children, youth and families department, the human services | 0009| department and the interim legislative health and human services | 0010| committee; and | 0011| BE IT FURTHER RESOLVED that the recommendations of the task | 0012| force address before- and after-school care and early childhood | 0013| development programs, monitoring of compliance with regulations | 0014| and quality care standards, community-based child-care and | 0015| resource and referral programs and statewide early child-care | 0016| education and family support; and | 0017| BE IT FURTHER RESOLVED that the secretary of children, | 0018| youth and families make appointments to the task force and | 0019| notify the New Mexico legislative council of those appointees by | 0020| May 1, 1996; and | 0021| BE IT FURTHER RESOLVED that the task force make progress | 0022| reports to the children, youth and families department and the | 0023| interim legislative health and human services committee by the | 0024| committee's first meeting in July 1996; and | 0025| BE IT FURTHER RESOLVED that the task force make a report, | 0001| including legislative recommendations, to the interim | 0002| legislative health and human services committee at its first | 0003| meeting in November 1996; and | 0004| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0005| to the secretary of children, youth and families and to the New | 0006| Mexico legislative council. | 0007|  State of New Mexico | 0008| House of Representatives | 0009| | 0010| FORTY-SECOND LEGISLATURE | 0011| SECOND SESSION, 1996 | 0012| | 0013| February 8, l996 | 0014| | 0015| | 0016| Mr. Speaker: | 0017| | 0018| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0019| whom has been referred | 0020| | 0021| HOUSE JOINT MEMORIAL 59 | 0022| | 0023| has had it under consideration and finds same to be | 0024| GERMANE in accordance with constitutional provisions. | 0025| | 0001| Respectfully submitted, | 0002| | 0003| | 0004| | 0005| | 0006| Barbara A.
