(DICK) KNOWLES | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THAT AN INTERDISCIPLINARY TASK FORCE BE CREATED TO | 0013| CONDUCT A STUDY OF EDUCATIONAL NEEDS OF CHILDREN IN JUVENILE | 0014| JUSTICE PROGRAMS OR FACILITIES IN NEW MEXICO. | 0015| | 0016| WHEREAS, there are children attending the public school | 0017| system who become involved with the juvenile justice system and | 0018| who may be adjudicated delinquent or found to be a member of a | 0019| family in need of service; and | 0020| WHEREAS, these children may be committed to the children, | 0021| youth and families department for care and rehabilitation and | 0022| placed in a department facility or program and are no longer in | 0023| the public school system during their period of commitment but | 0024| may return to the public schools after this period; and | 0025| WHEREAS, an analysis of the educational needs of these | 0001| children is necessary, including special educational needs and | 0002| the need for alternative educational programs designed to offer | 0003| variations of traditional instructional programs; and | 0004| WHEREAS, it is the desire of the legislature that state | 0005| funds for education of these children be expended in the most | 0006| effective manner to meet their educational needs and that local | 0007| school districts, the state department of public education and | 0008| the children, youth and families department cooperate in order | 0009| to provide appropriate educational curricula and related | 0010| services to students in a children, youth and families | 0011| department program; | 0012| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0013| STATE OF NEW MEXICO that local school districts, the state | 0014| department of public education and the children, youth and | 0015| families department cooperatively establish a task force to | 0016| conduct a study of the educational needs of these children and | 0017| the most effective manner of providing and funding appropriate | 0018| educational services for this population of children; and | 0019| BE IT FURTHER RESOLVED that the study address existing | 0020| educational services being provided to this population of | 0021| children; identify educational needs of these children and gaps | 0022| in current services; identify the numbers of such youth, | 0023| including the categories of delinquent, youthful offender and | 0024| children from families in need of services; describe the types | 0025| of alternative educational settings that may be desirable and | 0001| explore the best mechanism for financing these educational | 0002| services; and | 0003| BE IT FURTHER RESOLVED that the interdisciplinary task | 0004| force report its findings and recommendations for legislation, | 0005| if any, to the appropriate interim legislative committee by | 0006| December 1, 1996 for development of enabling legislation to be | 0007| presented to the first session of the forty-third legislature; | 0008| and | 0009| BE IT FURTHER RESOLVED that copies of this memorial be | 0010| transmitted to the secretary of children, youth and families, | 0011| the superintendent of public instruction, the state board of | 0012| education and all local school districts. | 0013|  State of New Mexico | 0014| House of Representatives | 0015| | 0016| FORTY-SECOND LEGISLATURE | 0017| SECOND SESSION, 1996 | 0018| | 0019| February 8, l996 | 0020| | 0021| | 0022| Mr. Speaker: | 0023| | 0024| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0025| whom has been referred | 0001| | 0002| HOUSE JOINT MEMORIAL 60 | 0003| | 0004| has had it under consideration and finds same to be | 0005| GERMANE in accordance with constitutional provisions. | 0006| | 0007| Respectfully submitted, | 0008| | 0009| | 0010| | 0011| | 0012| Barbara A.
