0001| HOUSE JOINT MEMORIAL 62 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| CISCO MCSORLEY | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE NEW MEXICO CONGRESSIONAL DELEGATION TO SUPPORT | 0013| PROMPT APPROPRIATIONS FOR ALL FEDERAL CULTURAL AGENCIES, | 0014| INCLUDING THE NATIONAL ENDOWMENT FOR THE HUMANITIES, THE | 0015| NATIONAL ENDOWMENT FOR THE ARTS, THE CORPORATION FOR PUBLIC | 0016| BROADCASTING, THE INSTITUTE FOR MUSEUM SERVICES AND THE | 0017| SMITHSONIAN INSTITUTIONS. | 0018| | 0019| WHEREAS, the arts and humanities embody the diverse | 0020| cultures of New Mexico and are the source of our cultural and | 0021| spiritual identities and the fabric of our community life and | 0022| traditional sources of strength for our families through | 0023| generations; and | 0024| WHEREAS, the arts and humanities are the foundations of our | 0025| cultural institutions and resources that contribute | 0001| significantly to the economy of our state, providing a primary | 0002| reason for tourism in New Mexico; and | 0003| WHEREAS, over fifty New Mexico towns, cities and | 0004| communities benefit from services and programming provided by | 0005| funding from these federal cultural agencies, and in 1995 over | 0006| five million dollars ($5,000,000) was distributed from these | 0007| agencies throughout New Mexico; and | 0008| WHEREAS, disruption to continued funding for these federal | 0009| cultural agencies seriously harms arts, humanities and cultural | 0010| programs in New Mexico and would seriously damage our economy; | 0011| and | 0012| WHEREAS, these federal cultural agencies provide funding | 0013| for both large and small cultural organizations in New Mexico, | 0014| which generate over one billion dollars ($1,000,000,000) in | 0015| economic activity; and | 0016| WHEREAS, cultural tourism is the fastest growing economic | 0017| market in the country and is repeatedly cited by visitors as the | 0018| leading reason for visiting a community and is especially | 0019| important throughout New Mexico; and | 0020| WHEREAS, funding for these federal cultural agencies | 0021| assures broad access to arts, humanities and cultural activities | 0022| in rural and urban areas guaranteeing New Mexicans, regardless | 0023| of income, the opportunity to participate and seek their | 0024| livelihood in cultural activities; and | 0025| WHEREAS, each year programs and services produced by | 0001| funding from these federal cultural agencies provide educational | 0002| opportunities for New Mexico's schoolchildren; | 0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0004| STATE OF NEW MEXICO that the congressional delegation be | 0005| encouraged to support prompt passage of the appropriation bills | 0006| or specially targeted appropriations to ensure funding at levels | 0007| agreed to by the conference committees for all federal cultural | 0008| agencies, including the national endowment for the humanities, | 0009| the national endowment for the arts, the corporation for public | 0010| broadcasting, the institute for museum services and the | 0011| Smithsonian institutions; and | 0012| BE IT FURTHER RESOLVED that copes of this memorial be sent | 0013| to members of the New Mexico congressional delegation, Senators | 0014| Pete V. Domenici and Jeff Bingaman and Representatives Bill | 0015| Richardson, Joe Skeen and Steven H.
