PORTER | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE COMMISSION ON HIGHER EDUCATION TO INVESTIGATE THE | 0013| FEASIBILITY OF ESTABLISHING A PROGRAM TO IDENTIFY AND SUPPORT | 0014| PROGRAMS OF TECHNICAL EXCELLENCE. | 0015| | 0016| WHEREAS, one of the primary missions of the community | 0017| colleges in the state is providing programs for work force | 0018| development; and | 0019| WHEREAS, community colleges are strategically located | 0020| around the state to provide this training; and | 0021| WHEREAS, by the year 2000, less than fifteen percent of | 0022| jobs in the United States will be unskilled and only about | 0023| twenty percent will require a bachelor's degree or higher, and | 0024| community colleges will have a continuing and increasing role in | 0025| work force training; | 0001| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0002| STATE OF NEW MEXICO that the commission on higher education, in | 0003| cooperation with the New Mexico association of community | 0004| colleges and community colleges around the state, be requested | 0005| to look into the feasibility of establishing an effective | 0006| procedure for identifying and supporting programs of technical | 0007| excellence; and | 0008| BE IT FURTHER RESOLVED that the programs be in coordination | 0009| with economic development needs and plans for the state; and | 0010| BE IT FURTHER RESOLVED that the programs fit into the | 0011| state's plan for extended learning by providing the community | 0012| colleges with the capabilities for technology linkages, for | 0013| mobility and for sufficient funding mechanisms to support | 0014| students needing to study in locations where hands-on training | 0015| is provided; and | 0016| BE IT FURTHER RESOLVED that copies of this memorial be | 0017| transmitted to the commission on higher education and to the New | 0018| Mexico association of community colleges. | 0019| - 2 - State of New Mexico | 0020| House of Representatives | 0021| | 0022| FORTY-SECOND LEGISLATURE | 0023| SECOND SESSION, 1996 | 0024| | 0025| February 8, l996 | 0001| | 0002| | 0003| Mr. Speaker: | 0004| | 0005| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0006| whom has been referred | 0007| | 0008| HOUSE JOINT MEMORIAL 69 | 0009| | 0010| has had it under consideration and finds same to be | 0011| GERMANE in accordance with constitutional provisions. | 0012| | 0013| Respectfully submitted, | 0014| | 0015| | 0016| | 0017| | 0018| Barbara A.
