VIGIL | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE COUNCIL ON TECHNOLOGY IN EDUCATION AND THE | 0013| LEGISLATIVE EDUCATION STUDY COMMITTEE TO EXAMINE THE EQUITY OF | 0014| CURRENT FUNDING MECHANISMS FOR EDUCATIONAL TECHNOLOGY. | 0015| | 0016| WHEREAS, according to the general accounting office, New | 0017| Mexico school districts may have the greatest need for | 0018| investment in education technology when compared to the rest of | 0019| the nation; and | 0020| WHEREAS, the legislative education study committee | 0021| conducted a survey of New Mexico school districts in 1995 and | 0022| found that school districts rely on local property taxes for the | 0023| majority of revenue for computers and other technology capital | 0024| outlay purchases; and | 0025| WHEREAS, ability to raise revenue for computers and other | 0001| technology capital outlay purchases varies dramatically by | 0002| district; and | 0003| WHEREAS, access to capital outlay revenue is also limited | 0004| because thirty-one school districts had reached practical | 0005| bonding capacity and were in need of financial assistance from | 0006| the public school capital outlay council in 1995; and | 0007| WHEREAS, total state revenue distributed from the | 0008| educational technology fund and direct legislative | 0009| appropriations accounted for less than twenty percent of the | 0010| total revenue raised for education technology; and | 0011| WHEREAS, of the amount provided by the state in 1995, | 0012| approximately three million dollars ($3,000,000) was distributed | 0013| on a per-pupil basis to all districts while the remaining one | 0014| million four hundred thousand dollars ($1,400,000) was allocated | 0015| to only eight school districts; and | 0016| WHEREAS, the council on technology in education, appointed | 0017| by the state board of education as required by the Technology | 0018| for Education Act, has recommended that the legislature refrain | 0019| from making direct appropriations for education technology to | 0020| school districts because of concerns over equitable access to | 0021| technology; and | 0022| WHEREAS, the total estimated need for a minimum level of | 0023| technology equipment and infrastructure in schools in | 0024| approximately one hundred sixty-eight million dollars | 0025| ($168,000,000) after accounting for the annual revenue currently | 0001| being raised by individual school districts; and | 0002| WHEREAS, the estimated need for training, maintenance and | 0003| telecommunication charges is approximately thirty-three million | 0004| dollars ($33,000,000) over the next five years in addition to | 0005| the one hundred sixty-eight million dollars ($168,000,000) for | 0006| capital; and | 0007| WHEREAS, the distribution method required by the Technology | 0008| for Education Act provides funding on a per-pupil basis which | 0009| does not account for local ability to raise revenue or specific | 0010| local technology needs; | 0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0012| STATE OF NEW MEXICO that the council on technology in education, | 0013| with the assistance of the state department of public education | 0014| and the legislative education study committee, be requested to | 0015| examine the equity of the current funding mechanisms available | 0016| to the state and local school districts for funding education | 0017| technology needs of local school districts; and | 0018| BE IT FURTHER RESOLVED that the council on technology in | 0019| education study programmatic and funding options for equalizing | 0020| access to education technology resources in local school | 0021| districts and make recommendations to the legislative education | 0022| study committee by November 1, 1996; and | 0023| BE IT FURTHER RESOLVED that copies of this memorial be | 0024| transmitted to the superintendent of public instruction and the | 0025| director of the legislative education study committee staff for | 0001| appropriate distribution. | 0002| State of New Mexico | 0003| House of Representatives | 0004| | 0005| FORTY-SECOND LEGISLATURE | 0006| SECOND SESSION, 1996 | 0007| | 0008| February 12, l996 | 0009| | 0010| | 0011| Mr. Speaker: | 0012| | 0013| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0014| whom has been referred | 0015| | 0016| HOUSE JOINT MEMORIAL 72 | 0017| | 0018| has had it under consideration and finds same to be | 0019| GERMANE in accordance with constitutional provisions. | 0020| | 0021| Respectfully submitted, | 0022| | 0023| | 0024| | 0025| | 0001| Barbara A.
