LOVEJOY | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A MEMORIAL | 0012| REQUESTING THE DEPARTMENT OF GAME AND FISH TO ENTER INTO A | 0013| CONTRACT WITH THE INTERTRIBAL BISON COOPERATIVE TO TRANSFER | 0014| OWNERSHIP OF THE FORT WINGATE BISON HERD TO THE COOPERATIVE. | 0015| | 0016| WHEREAS, the people of New Mexico, especially our Native | 0017| American people, have a long and close cultural relationship | 0018| with the bison, dating back hundreds of years to when there were | 0019| millions of bison to the present day when there are only | 0020| hundreds; and | 0021| WHEREAS, it is important to protect the natural resources | 0022| of New Mexico, promote cultural and traditional enhancement | 0023| within the Native American community and promote conservation, | 0024| preservation and restoration of the bison to Indian lands for | 0025| raising, breeding and marketing purposes; and | 0001| WHEREAS, the department of game and fish currently owns and | 0002| manages a herd of approximately sixty bison at Fort Wingate that | 0003| pose legal and litigation issues for the department of game and | 0004| fish and the state game commission; and | 0005| WHEREAS, as a state resource the Fort Wingate bison herd is | 0006| valuable to all New Mexicans, especially Native Americans, as a | 0007| source of breeding stock and as a means of economic development; | 0008| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0009| REPRESENTATIVES OF THE STATE OF NEW MEXICO that the department | 0010| of game and fish and the state game commission be requested to | 0011| enter into a contractual agreement regarding the Fort Wingate | 0012| bison to transfer the herd and its care to the New Mexico | 0013| members of the intertribal bison cooperative; and | 0014| BE IT FURTHER RESOLVED that the department of game and fish | 0015| and the state game commission be requested to make a progress | 0016| report regarding the contractual agreement to the legislative | 0017| interim Indian affairs committee; and | 0018| BE IT FURTHER RESOLVED that copies of this memorial be | 0019| transmitted to the department of game and fish, the state game | 0020| commission and the governors of Picuris, Nambe, Pojoaque, San | 0021| Ildefonso, San Juan and Taos pueblos. | 0022|  State of New Mexico | 0023| House of Representatives | 0024| | 0025| FORTY-SECOND LEGISLATURE | 0001| SECOND SESSION, 1996 | 0002| | 0003| February 5, l996 | 0004| | 0005| | 0006| Mr. Speaker: | 0007| | 0008| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0009| whom has been referred | 0010| | 0011| HOUSE MEMORIAL 3 | 0012| | 0013| has had it under consideration and finds same to be | 0014| GERMANE in accordance with constitutional provisions. | 0015| | 0016| Respectfully submitted, | 0017| | 0018| | 0019| | 0020| | 0021| Barbara A.
