KING | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A MEMORIAL | 0012| REQUESTING THE HUMAN SERVICES DEPARTMENT TO CONDUCT A STUDY TO | 0013| DETERMINE THE FEASIBILITY OF CREATING A DOMESTIC VIOLENCE | 0014| CERTIFICATION PROGRAM FOR USE BY THE NEW MEXICO COALITION | 0015| AGAINST DOMESTIC VIOLENCE. | 0016| | 0017| WHEREAS, in 1994 the New Mexico legislature, through a | 0018| memorial sponsored by the interim legislative health and human | 0019| services committee, recognized the New Mexico coalition against | 0020| domestic violence as experts in the field of domestic violence; | 0021| and | 0022| WHEREAS, domestic violence is a separate and distinct | 0023| problem area from other social, marital, mental health and | 0024| developmental problems, and domestic violence counseling has | 0025| expanded exponentially in New Mexico within the last twenty | 0001| years, paralleling the rise of domestic violence in our nation; | 0002| and | 0003| WHEREAS, domestic violence counseling has evolved in a | 0004| nontraditional fashion through peer counseling, support and | 0005| self-help services provided by feminists, battered women and | 0006| domestic violence survivors who have extensive experience with | 0007| those issues and who often do not have formal training in the | 0008| field; and | 0009| WHEREAS, in order to ensure that properly qualified and | 0010| trained personnel are providing services to victims of domestic | 0011| violence, a specialized certification program should be | 0012| developed, for use by the New Mexico coalition against domestic | 0013| violence, by the human services department in cooperation with | 0014| the regulation and licensing department and the New Mexico | 0015| coalition against domestic violence; | 0016| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0017| REPRESENTATIVES OF THE STATE OF NEW MEXICO that it ask the human | 0018| services department, together with the regulation and licensing | 0019| department and the New Mexico coalition against domestic | 0020| violence, to study the feasibility of creating a specialized | 0021| certification program for use by the New Mexico coalition | 0022| against domestic violence to establish a standard for | 0023| certification as a domestic violence counselor; and | 0024| BE IT FURTHER RESOLVED that the human services department | 0025| present the results of its study to the interim legislative | 0001| health and human services committee no later than October 1, | 0002| 1996; and | 0003| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0004| to the secretary of human services, the superintendent of | 0005| regulation and licensing, the executive director of the New | 0006| Mexico coalition against domestic violence and the chairman of | 0007| the interim legislative health and human services committee. | 0008|  | 0009| State of New Mexico | 0010| House of Representatives | 0011| | 0012| FORTY-SECOND LEGISLATURE | 0013| SECOND SESSION, 1996 | 0014| | 0015| | 0016| February 11, 1996 | 0017| | 0018| | 0019| Mr. Speaker: | 0020| | 0021| Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to | 0022| whom has been referred | 0023| | 0024| HOUSE MEMORIAL 5 | 0025| | 0001| has had it under consideration and reports same with | 0002| recommendation that it DO PASS. | 0003| | 0004| Respectfully submitted, | 0005| | 0006| | 0007| | 0008| | 0009| Gary K.
