0011|                        A JOINT MEMORIAL

0012|     REQUESTING THAT THE STATE CORPORATION COMMISSION ANALYZE THE
    |
0013|     FACTORS FOR DESIGNATING LOCAL CALLING AREAS AND LONG-DISTANCE
    |
0014|     RATES AND CONNECTION FEES BETWEEN LOCAL EXCHANGE TELEPHONE
    |
0015|     COMPANIES.

0017|       WHEREAS, New Mexico is served by fifteen local exchange
    |
0018|     telephone companies and telephone cooperatives; and
    |
0019|       WHEREAS, more than one telephone utility may serve
    |
0020|     residents of the same county, and long-distance charges and
    |
0021|     special fees are assessed to customers for connecting to
    |
0022|     different service providers; and
    |
0023|       WHEREAS, local calling areas may not coincide with
    |
0024|     customers' geographical perceptions of their local communities;
    |
0025|     and
    |
0001|       WHEREAS, the constitution of New Mexico assigns the state
    |
0002|     corporation commission authority to regulate telephone services
    |
0003|     and set rates;
    |
0004|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0005|     STATE OF NEW MEXICO that the state corporation commission be
    |
0006|     requested to analyze the factors for designating local calling
    |
0007|     areas and setting long-distance rates and access fees between 
    |
0008|     local exchange companies; and
    |
0009|       BE IT FURTHER RESOLVED that the state corporation
    |
0010|     commission attempt to establish local calling areas that closely
    |
0011|     coincide with existing communities and avoid division of
    |
0012|     communities between more than one local exchange company; and
    |
0013|       BE IT FURTHER RESOLVED that copies of this joint memorial
    |
0014|     be transmitted to the state corporation commission.
