STEFANICS | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE EXECUTIVE BRANCH, WITH THE ASSISTANCE OF | 0013| INTERESTED PARTIES, TO STUDY AND MAKE RECOMMENDATIONS REGARDING | 0014| STATEWIDE MANDATORY COLLECTION OF EMPTY BEVERAGE CONTAINERS. | 0015| | 0016| WHEREAS, the subject of statewide mandatory collection of | 0017| empty beverage containers has been considered by the legislature | 0018| in the recent past; and | 0019| WHEREAS, the subject of statewide mandatory collection of | 0020| empty beverage containers is controversial and raises numerous | 0021| issues, questions and concerns; and | 0022| WHEREAS, a full, complete and organized study of the | 0023| advantages, disadvantages and recommendations of the various | 0024| interests involved in the prospect of statewide mandatory | 0025| collection of empty beverage containers, including those state | 0001| agencies that are anticipated to be involved should such a | 0002| program be adopted, would best serve the legislature's | 0003| consideration of this important topic; and | 0004| WHEREAS, it would be desirable if all affected and | 0005| interested parties could forge a consensus on how New Mexico | 0006| should proceed with a reasonable and effective program for the | 0007| collection of empty beverage containers; and | 0008| WHEREAS, the executive department could effectively | 0009| organize a study and involve the energy conservation and | 0010| management division of the energy, minerals and natural | 0011| resources department, the department of environment and the | 0012| taxation and revenue department as appropriate agencies | 0013| projected to be active in any statewide mandatory program for | 0014| the collection of empty beverage containers; and | 0015| WHEREAS, a study would benefit significantly with the full | 0016| participation by and involvement of those persons and entities, | 0017| including grocers, bottlers, recyclers and others, interested | 0018| and involved in this issue; | 0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0020| STATE OF NEW MEXICO that the executive branch, through the | 0021| energy conservation and management division of the energy, | 0022| minerals and natural resources department, the department of | 0023| environment, the taxation and revenue department and interested | 0024| persons and entities, including grocers, bottlers, recyclers and | 0025| any other environmental, retail, wholesale or other relevant | 0001| interest, study and make recommendations by November 1, 1996 for | 0002| the adoption of a statewide mandatory program for the collection | 0003| of empty beverage containers; and | 0004| BE IT FURTHER RESOLVED that the legislative council | 0005| designate an appropriate interim committee to hear | 0006| recommendations on a statewide mandatory collection of empty | 0007| beverage containers program and direct the interim committee to | 0008| report and make its recommendations to the first session of the | 0009| forty-third legislature; and | 0010| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0011| to the governor, the co-chairs of the legislative council, the | 0012| energy conservation and management division of the energy, | 0013| minerals and natural resources department, the department of | 0014| environment and the taxation and revenue department. | 0015|  |
