STEFANICS | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE HUMAN SERVICES DEPARTMENT TO ALLOW USE OF BLOCK | 0013| GRANT MONEY FROM THE FEDERAL GOVERNMENT FOR RELOCATION | 0014| ASSISTANCE AND TELEPHONE SERVICE FOR PARENTS WHO RECEIVE | 0015| ASSISTANCE FROM THE AID TO FAMILIES WITH DEPENDENT CHILDREN | 0016| PROGRAM. | 0017| | 0018| WHEREAS, the republican contract with America includes | 0019| conversion of specific categories of assistance for the | 0020| disadvantaged to block grants to the states; and | 0021| WHEREAS, the intent of block grants is, among other things, | 0022| to remove restrictions on the use of money and to provide the | 0023| state more flexibility; and | 0024| WHEREAS, both current welfare programs and those proposed | 0025| by the contract with America envision more able-bodied | 0001| individuals actively seeking, gaining and retaining employment; | 0002| and | 0003| WHEREAS, unemployed individuals often do not have the means | 0004| to afford telephone service and therefore cannot easily seek or | 0005| be available for work or employment-related interviews; and | 0006| WHEREAS, relocation and telephone expenses are difficult | 0007| for indigent families to pay, but are frequently necessary and | 0008| are not allowed by current federal restrictions; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that the human services department be | 0011| requested to allow money from block grants to be used for | 0012| relocation assistance and telephone services for parents who | 0013| receive assistance from the aid to families with dependent | 0014| children program; and | 0015| BE IT FURTHER RESOLVED that a copy of this memorial be | 0016| transmitted to the secretary of human services. | 0017|  |
