0001| SENATE JOINT MEMORIAL 51 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| GLORIA HOWES | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THAT THE LEGISLATIVE FINANCE COMMITTEE PERFORM AN | 0013| INDEPENDENT ASSESSMENT OF STATE GOVERNMENT HIRING PRACTICES. | 0014| | 0015| WHEREAS, it is important that the hiring practices of state | 0016| government be fair and efficient; and | 0017| WHEREAS, it is reported that applications for state | 0018| employment are frequently lost; and | 0019| WHEREAS, critical positions have, apparently, been unfilled | 0020| for six months or longer due to delays in the state personnel | 0021| office; and | 0022| WHEREAS, it is reported that hiring procedures are often | 0023| mired in bureaucratic red tape that results in unnecessary and | 0024| inefficient administrative work for agencies; and | 0025| WHEREAS, it is reported that communications frequently | 0001| break down between state agencies and the state personnel | 0002| office; and | 0003| WHEREAS, it is reported that crucial services to the public | 0004| in the areas of health care, fire protection and law enforcement | 0005| have been affected by inefficient and shoddy hiring procedures; | 0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0007| STATE OF NEW MEXICO that the legislative finance committee be | 0008| requested to conduct an independent assessment of state hiring | 0009| procedures and make recommendations to the legislature for | 0010| improvements by December 1, 1996; and | 0011| BE IT FURTHER RESOLVED that copies of this memorial be | 0012| transmitted to the chairman and the director of the legislative | 0013| finance committee. | 0014|  |
