0001| SENATE JOINT MEMORIAL 88 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| JOHN PINTO | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| OPPOSING THE CORRECTIONS DEPARTMENT PLAN TO TRANSFER NEW MEXICO | 0013| PRISONERS TO TEXAS. | 0014| | 0015| WHEREAS, certain counties have entered memoranda of | 0016| understanding and joint powers agreements with the corrections | 0017| department to incarcerate state prisoners; and | 0018| WHEREAS, the corrections department has now decided to | 0019| ignore those agreements and send the prisoners to Texas for | 0020| incarceration; and | 0021| WHEREAS, this decision will force layoffs of New Mexico | 0022| citizen taxpayers, deny employment opportunities to New Mexicans | 0023| and pay New Mexico taxpayers' money to Texas instead; and | 0024| WHEREAS, the economic benefit has not been demonstrated, | 0025| and the economic consequences to New Mexicans may be in the | 0001| millions of dollars; and | 0002| WHEREAS, Texas prison standards have caused liability | 0003| problems for other states that have sent prisoners to Texas, | 0004| such as Colorado; and | 0005| WHEREAS, this decision will impose a hardship on New | 0006| Mexican families who will have to travel long distances to visit | 0007| incarcerated relatives, further stressing families already | 0008| stressed by their situations; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that the legislature oppose the corrections | 0011| department plan to transfer prisoners to Texas; and | 0012| BE IT FURTHER RESOLVED that copies of this memorial be | 0013| transmitted to the secretary of corrections and to the governor. | 0014|  |
