0001| SENATE JOINT MEMORIAL 100 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| TOM RUTHERFORD | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE HUMAN SERVICES DEPARTMENT TO ENFORCE CHILD | 0013| SUPPORT PAYMENTS THAT ARE OWED TO RECIPIENTS OF AID TO FAMILIES | 0014| WITH DEPENDENT CHILDREN BEFORE TIME LIMITS ARE IMPOSED ON | 0015| RECIPIENTS' RECEIVING PROGRAM BENEFITS. | 0016| | 0017| WHEREAS, there are approximately seventy-five thousand | 0018| cases pending at the human services department of individuals | 0019| who owe child support payments; and | 0020| WHEREAS, over ninety percent of recipients of aid to | 0021| families with dependent children are not receiving child support | 0022| payments; and | 0023| WHEREAS, time limits imposed on recipients' receiving aid | 0024| to families with dependent children benefits will not lead to | 0025| self-sufficiency; and | 0001| WHEREAS, time limits imposed on recipients' receiving aid | 0002| to families with dependent children benefits will only harm the | 0003| children of these recipients; and | 0004| WHEREAS, payment of child support to recipients of aid to | 0005| families with dependent children who are entitled to receive | 0006| those payments may assist recipients in leaving the public | 0007| assistance program; and | 0008| WHEREAS, enforcement of child support payments by the human | 0009| services department for recipients of aid to families with | 0010| dependent children is one way to assist these recipients in | 0011| leaving the public assistance program; | 0012| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0013| STATE OF NEW MEXICO that the human services department be | 0014| requested to enforce child support payments that are owed to | 0015| recipients of aid to families with dependent children before | 0016| time limits are imposed on recipients' receiving program | 0017| benefits; and | 0018| BE IT FURTHER RESOLVED that a copy of this memorial be sent | 0019| to the secretary of human services. | 0020|  |
