0001| SENATE JOINT MEMORIAL 103 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| GLORIA HOWES | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE SECRETARY OF STATE, THE COUNTY CLERKS AND THE | 0013| TRIBAL ELECTION OFFICES AND TRIBAL CENSUS OFFICES TO COOPERATE | 0014| IN VOTER REGISTRATION. | 0015| | 0016| WHEREAS, the New Mexico association of Native American | 0017| election information programs' main objective is to educate | 0018| Native Americans in the election process according to the United | 0019| States constitution and the constitution of New Mexico; and | 0020| WHEREAS, the New Mexico association of Native American | 0021| election information programs is organized to operate for the | 0022| enhancement, improvement and delivery of the electoral process | 0023| to Navajo chapters and the Jicarilla, Mescalero and pueblo | 0024| communities; and | 0025| WHEREAS, there are many thousands of Native American men | 0001| and women who are eligible to vote in New Mexico who should be | 0002| registered in compliance with federal, state and county laws; | 0003| and | 0004| WHEREAS, the right to vote is a valuable right, and it is | 0005| essential that Native Americans exercise their right to vote and | 0006| become educated in the electoral processes of the federal, state | 0007| and local governments; and | 0008| WHEREAS, the state and tribal governments have worked | 0009| jointly to enhance and strengthen the government-to-government | 0010| relationship between their respective governments; | 0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0012| STATE OF NEW MEXICO that it request the county clerks of | 0013| Sandoval, McKinley, San Juan, Bernalillo, Socorro, Cibola, Santa | 0014| Fe, Rio Arriba and Otero counties to network with the secretary | 0015| of state, the nineteen pueblo tribes, the Navajo election | 0016| administration and the Jicarilla and Mescalero Apache tribes to | 0017| augment voter registration and awareness; and | 0018| BE IT FURTHER RESOLVED that the secretary of state, the | 0019| county clerks in the aforementioned counties and the tribal | 0020| election offices and the tribal census offices cooperate in | 0021| voter registration; and | 0022| BE IT FURTHER RESOLVED that the aforementioned parties work | 0023| cohesively to maximize voter registration and voter | 0024| participation in the election process or as contained in the | 0025| mission of the New Mexico association of Native American | 0001| election information programs; and | 0002| BE IT FURTHER RESOLVED that copies of this memorial be | 0003| transmitted to the secretary of state for distribution to the | 0004| appropriate agencies. | 0005|  | 0006| | 0007| | 0008| |
