0001| SENATE JOINT MEMORIAL 10 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - FIRST SPECIAL | 0003| SESSION, 1996 | 0004| INTRODUCED BY | 0005| JOHN PINTO | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT, | 0013| BUREAU OF INDIAN AFFAIRS AND SAN JUAN COUNTY TO CONDUCT A | 0014| FEASIBILITY STUDY ON NECESSARY IMPROVEMENTS TO THE JUNCTIONS OF | 0015| NAVAJO ROUTES N-36 AND N-3003, STATE HIGHWAY 371 AND UNITED | 0016| STATES HIGHWAY 666. | 0017| | 0018| WHEREAS, Navajo route N-36, completed in 1993, is a new | 0019| paved highway providing main artery access into Fruitland and | 0020| the surrounding areas and that intersects United States highway | 0021| 666 and state highway 371; and | 0022| WHEREAS, Navajo routes N-36 and N-3003 are without | 0023| sufficient lighting, signs, turnouts, medians for turnouts, | 0024| turn-ins and needed bypass lanes; and | 0025| WHEREAS, use of and traffic on Navajo routes N-36 and | 0001| N-3003 has increased and is projected to increase further due to | 0002| the population growth in the area; and | 0003| WHEREAS, Navajo routes N-36 and N-3003 are used by children | 0004| from elementary through college ages traveling to attend school; | 0005| persons delivering meals to seniors living in the area; farmers | 0006| and farm machinery; and commuters traveling to and from their | 0007| places of employment; and | 0008| WHEREAS, inclement weather adversely affects the travel | 0009| conditions existing on Navajo routes N-36 and N-3003 and | 0010| emphasizes the need for enhancement and improvement of these | 0011| well-used highways; and | 0012| WHEREAS, the state highway and transportation department is | 0013| well versed and advised in the improvement techniques and | 0014| characteristics of highways; and | 0015| WHEREAS, improvements to and enhancements of Navajo routes | 0016| N-36 and N-3003 will be better served and recommended after | 0017| evaluation and study by the state highway and transportation | 0018| department; | 0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0020| STATE OF NEW MEXICO that the state highway and transportation | 0021| department, bureau of Indian affairs and San Juan county | 0022| conduct an evaluation and study of Navajo routes N-36 and | 0023| N-3003, state highway 371 and United States highway 666 | 0024| intersections and make recommendations to the first session of | 0025| the forty-third legislature identifying and estimating the cost | 0001| of needed improvements to the junctions of Navajo routes N-36 | 0002| and N-3003, state highway 371 and United States highway 666 in | 0003| view of their locations and traffic, at present and as projected | 0004| in the near future; and | 0005| BE IT FURTHER RESOLVED that copies of this memorial be | 0006| transmitted to the state highway and transportation department, | 0007| the bureau of Indian affairs and the board of county | 0008| commissioners of San Juan county. | 0009|  |
