Frost has served as a member of | 0016| the New Mexico supreme court since 1991 and as a district court | 0017| judge for nineteen years; and | 0018| WHEREAS, Justice Frost received his bachelor's degree from | 0019| New Mexico highlands university and his law degree from George | 0020| Washington university and, after admission to the bar in 1967, | 0021| he practiced law in Tucumcari; and | 0022| WHEREAS, as district judge of the tenth judicial district, | 0023| he was highly regarded throughout the state, being asked to | 0024| preside over cases in twenty-four counties where local judges | 0025| had been disqualified or recused; and | 0001| WHEREAS, Justice Frost was appointed by Governor King in | 0002| 1991 to replace Justice Dan Sosa upon his retirement, and | 0003| Justice Frost won the election in 1992 to a full eight-year | 0004| term; and | 0005| WHEREAS, due to personal reasons, he announced his | 0006| retirement from the court effective May 31, 1996; and | 0007| WHEREAS, Justice Frost has striven to build consensus and | 0008| exercise even-handedness and fairness in all his deliberations; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE | 0010| OF NEW MEXICO that best wishes be extended to Justice Frost for | 0011| a fulfilling and rewarding life in retirement; and that | 0012| appreciation and recognition for his unselfish services to the | 0013| state of New Mexico, its law and its citizens be expressed; and | 0014| that Justice Frost's dedication to the law and its fair | 0015| administration be noted as a shining example of New Mexico's | 0016| highest ideals and principles; and | 0017| BE IT FURTHER RESOLVED that a copies of this memorial be | 0018| transmitted to Justice Frost and to the supreme court. | 0019| - 2 - |
