0001| SENATE MEMORIAL 2 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - FIRST SPECIAL | 0003| SESSION, 1996 | 0004| INTRODUCED BY | 0005| NANCY RODRIGUEZ | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A MEMORIAL | 0012| RECOGNIZING THE DEDICATION OF STATE, COUNTY, MUNICIPAL AND | 0013| PRIVATE RECORDS MANAGERS AND CLERKS AND INFORMATION SYSTEMS | 0014| PROFESSIONALS WHO PRESERVE AND DISSEMINATE IMPORTANT | 0015| INFORMATION. | 0016| | 0017| WHEREAS, record-keeping has long been considered of great | 0018| importance in New Mexico, dating back to 1540 when the military | 0019| scribes of Francisco Vasquez de Coronado recorded the | 0020| exploration of the vast frontier; and | 0021| WHEREAS, when Don Juan de Onate set out to settle New | 0022| Mexico in 1598, he chose to bring forty-one reams of paper with | 0023| him in lieu of carrying more critical supplies; and | 0024| WHEREAS, the New Mexico state records center and archives | 0025| has in its repository a document prepared in 1621 that is the | 0001| oldest surviving document prepared in the continental United | 0002| States; and | 0003| WHEREAS, Secretary of State Stephanie Gonzales first | 0004| recognized the importance and dedication of public employees and | 0005| elected officials by declaring April 5, 1995 as the first | 0006| records and information management professionals day in New | 0007| Mexico; and | 0008| WHEREAS, the secretary of state's office is the official | 0009| repository of records vital to government, commerce and industry | 0010| in the state of New Mexico, and continues to be the premier | 0011| records-keeping agency in New Mexico by its work in establishing | 0012| standards for electronic signature authentication; and | 0013| WHEREAS, Governor Gary Johnson has recognized the | 0014| importance of establishing April 2, 1996 as the second annual | 0015| records and information management day in New Mexico through his | 0016| open door at four program; and | 0017| WHEREAS, the association of records managers and | 0018| administrators international represents nearly 11,000 records | 0019| managers and information specialists throughout the world, with | 0020| the purpose of promoting professionalism and education in | 0021| records and information management, and the association provides | 0022| a forum for the exchange of information and the establishment of | 0023| standards within information management and electronic record-keeping practices; and | 0024| WHEREAS, the management and control and quality assurance | 0025| of information is increasingly critical to every industry, | 0001| business and government agency, and the systematic creation, | 0002| distribution, storage and retrieval of records are of vital | 0003| importance to the continued and efficient operation of all | 0004| organizations; and | 0005| WHEREAS, many public employees, public officers and elected | 0006| officials at the state, county and municipal levels have worked | 0007| long hours to assure the integrity, reliability, protection and | 0008| preservation of vital public records under their custody; and | 0009| WHEREAS, encouraging this type of education and public | 0010| recognition promotes: productivity and profits, organizational | 0011| efficiency, consumer and public awareness, the reduction of | 0012| costs and budgets, decreases in public fraud and abuse, the | 0013| elimination of duplicative procedures and regulations, the | 0014| streamlining of processes, the simplification of paperwork, the | 0015| recycling and reduced consumption of paper, the planning of | 0016| operational change and systems analysis, the tracking and | 0017| dissemination of information on criminal acts and activities, | 0018| the protection of employee rights, the decrease of ethics | 0019| violations, the reduction and avoidance of an employer's legal | 0020| liabilities and preserves records for historical research and | 0021| future generations of New Mexicans; | 0022| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE | 0023| OF NEW MEXICO that the legislative council service reserve the | 0024| capitol rotunda on April 2, 1996 at noon for the celebration and | 0025| proclamation of records and information management day in New | 0001| Mexico; and | 0002| BE IT FURTHER RESOLVED that each municipality and county | 0003| and their respective executive, legislative and judicial | 0004| branches be encouraged to recognize their public employees, | 0005| public officers and elected officials who are interested in | 0006| improving the quality management of their records and | 0007| information systems in their home communities; and | 0008| BE IT FURTHER RESOLVED that copies of this memorial be | 0009| transmitted to the co-chairmen of the New Mexico legislative | 0010| council. | 0011| - 4 - |
