APPROPRIATIONS--GENERAL FUND.-- | 0016| A. Fifty-two million four hundred ninety-two | 0017| thousand five hundred dollars ($52,492,500) is appropriated | 0018| from the general fund to the department of finance and | 0019| administration for expenditure in fiscal year 1998 for the | 0020| purpose of providing salary increases to certain public | 0021| employees as follows: | 0022| (1) thirty-two million one hundred sixty-three | 0023| thousand six hundred dollars ($32,163,600) to be distributed to | 0024| the state equalization guarantee distribution of the public | 0025| school fund to provide an average three percent salary increase | 0001| for all employees in the public school system, including | 0002| certified and noncertified personnel and transportation | 0003| employees; | 0004| (2) twelve million nine hundred twenty-four | 0005| thousand three hundred dollars ($12,924,300) to be distributed | 0006| to the commission on higher education to provide an average | 0007| three percent increase in the salaries of all state employees | 0008| in post-secondary educational institutions and in vocational | 0009| schools under their respective jurisdictions; | 0010| (3) five million three hundred fifty-nine | 0011| thousand five hundred dollars ($5,359,500) to be distributed to | 0012| state agencies in the executive branch of state government | 0013| whose funds are derived substantially from the general fund to | 0014| provide salary increases or adjustments to state employees as | 0015| follows: | 0016| (a) four million six hundred twenty-four | 0017| thousand dollars ($4,624,000) to provide classified employees | 0018| in agencies governed by the Personnel Act with the following: | 0019| 1) for those employees whose salaries are equal to or above the | 0020| maximum of their salary range, a lump-sum payment equivalent to | 0021| three percent of the midpoint value of their salary range, | 0022| subject to satisfactory job performance and payable in the | 0023| first full pay period after the anniversary date of their | 0024| appointment to their current class; and 2) for other classified | 0025| employees, a salary increase equivalent to three percent of the | 0001| midpoint value of the employee's salary range, subject to | 0002| satisfactory job performance and effective in the first full | 0003| pay period after the employee's anniversary date; and | 0004| (b) seven hundred thirty-five thousand | 0005| five hundred dollars ($735,500) to provide exempt employees | 0006| with the following: 1) for those employees whose salaries are | 0007| equal to or above the maximum of their salary range, a lump-sum | 0008| payment equivalent to three percent of the midpoint value of | 0009| their salary range, subject to satisfactory job performance and | 0010| payable in the first full pay period after the anniversary date | 0011| of their appointment to their current class; and 2) for other | 0012| exempt employees, a salary increase equivalent to three percent | 0013| of the midpoint value of the employee's salary range, subject | 0014| to satisfactory job performance and effective in the first full | 0015| pay period after the employee's anniversary date; | 0016| (4) three hundred twenty-two thousand eight | 0017| hundred dollars ($322,800) to provide commissioned officers of | 0018| the New Mexico state police division of the department of | 0019| public safety with a salary increase equivalent to three | 0020| percent of the midpoint value of the employee's salary range, | 0021| subject to satisfactory job performance and effective in the | 0022| first full pay period after the employee's anniversary date; | 0023| (5) nine hundred ninety-three thousand dollars | 0024| ($993,000) to be distributed to the administrative office of | 0025| the courts to provide salary increases and adjustments for | 0001| judicial employees in accordance with the judicial personnel | 0002| and compensation plan and salary increases for justices and | 0003| judges; | 0004| (6) five hundred seventy-six thousand three | 0005| hundred dollars ($576,300) to be distributed to the | 0006| administrative office of the district attorneys to provide | 0007| salary increases and adjustments in accordance with the | 0008| district attorneys employee pay plan and salary increases for | 0009| district attorneys; and | 0010| (7) one hundred fifty-three thousand dollars | 0011| ($153,000) to be distributed to the legislative council | 0012| service, legislative finance committee and legislative | 0013| education study committee to provide an average three percent | 0014| increase in the salaries of all legislative employees, subject | 0015| to satisfactory job performance and effective in the first full | 0016| pay period after the employee's anniversary date. | 0017| B. Any unexpended or unencumbered balances | 0018| remaining at the end of fiscal year 1998 shall revert to the | 0019| general fund. | 0020| Section 2. APPROPRIATIONS--OTHER STATE FUNDS.--For those | 0021| state agencies whose funds are substantially derived from state | 0022| funds other than the general fund, the department of finance | 0023| and administration shall transfer from the appropriate fund to | 0024| the appropriate agency the amount required for salary increases | 0025| equivalent to those provided for in Section 1 of this act, and | 0001| such amounts are appropriated for expenditure in fiscal year | 0002| 1998.
