SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED- | 0018| -APPROPRIATION OF PROCEEDS.--The state board of finance may | 0019| issue and sell severance tax bonds in compliance with the | 0020| Severance Tax Bonding Act in an amount not exceeding three | 0021| hundred thousand dollars ($300,000) when the local government | 0022| division of the department of finance and administration | 0023| certifies the need for the issuance of the bonds. The state | 0024| board of finance shall schedule the issuance and sale of the | 0025| bonds in the most expeditious and economical manner possible | 0001| upon a finding by the board that the project has been developed | 0002| sufficiently to justify the issuance and that the project can | 0003| proceed to contract within a reasonable time. The state board | 0004| of finance shall further take the appropriate steps necessary | 0005| to comply with the Internal Revenue Code of 1986, as amended. | 0006| The proceeds from the sale of the bonds are appropriated to the | 0007| local government division of the department of finance and | 0008| administration for the purpose of planning, designing or | 0009| constructing a fire substation and multipurpose center in | 0010| Alcalde located in Rio Arriba county. Any unexpended or | 0011| unencumbered balance remaining at the end of fiscal year 2000 | 0012| shall revert to the severance tax bonding fund. If the local | 0013| government division of the department of finance and | 0014| administration has not certified the need for the issuance of | 0015| the bonds by the end of fiscal year 1999, the authorization | 0016| provided in this section shall be void. | 0017| Section 2. SEVERANCE TAX BONDS--AUTHORIZATIONS-- | 0014| APPROPRIATION OF PROCEEDS.-- | 0015| A. The state board of finance may issue and sell | 0016| severance tax bonds in compliance with the Severance Tax | 0017| Bonding Act in an amount not to exceed the total of the amounts | 0018| authorized for purposes specified in this act. The state board | 0019| of finance shall schedule the issuance and sale of the bonds in | 0020| the most expeditious and economical manner possible upon a | 0021| finding by the board that the project has been developed | 0022| sufficiently to justify the issuance and that the project can | 0023| proceed to contract within a reasonable time. The state board | 0024| of finance shall further take the appropriate steps necessary | 0025| to comply with the Internal Revenue Code of 1986, as amended. | 0001| Proceeds from the sale of the bonds are appropriated for the | 0002| purposes specified in this act. | 0003| B. The agencies named in this act shall certify to | 0004| the state board of finance when the money from the proceeds of | 0005| the severance tax bonds authorized in this section is needed | 0006| for the purposes specified in the applicable section of this | 0007| act. | 0008| C. If the specified agency has not certified the | 0009| need for the issuance of the bonds by the end of fiscal year | 0010| 1999, the authorization provided in this act shall be void. | 0011| D. Unless otherwise specified in this act, any | 0012| unexpended or unencumbered balance remaining from the proceeds | 0013| of severance tax bonds issued pursuant to this act at the end | 0014| of fiscal year 2001 shall revert to the severance tax bonding | 0015| fund. | 0016| Section 2. SEVERANCE TAX BONDS--STATE AGENCY ON AGING-- | 0017| PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0018| upon certification by the state agency on aging that the need | 0019| exists for the issuance of the bonds, the following amounts are | 0020| appropriated to the state agency on aging for the following | 0021| purposes: | 0022| A. one hundred thousand dollars ($100,000) for the | 0023| purpose of planning, designing or constructing a senior citizen | 0024| center for the community of Truchas located in Rio Arriba county; | 0025| and | 0001| B. fifty thousand dollars ($50,000) to fund phase | 0002| three of construction of the Santa Clara senior citizen and | 0003| community center of the pueblo of Santa Clara in Rio Arriba | 0004| county. | 0005| Section 3. SEVERANCE TAX BONDS--STATE ARMORY BOARD-- | 0006| PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0007| upon certification by the state armory board that the need exists | 0008| for the issuance of the bonds, the following amounts are | 0009| appropriated to the state armory board for the following purposes: | 0010| A. seven hundred thousand dollars ($700,000) to plan, | 0011| design and construct an armory near Clayton in Union county; and | 0012| B. four hundred thousand dollars ($400,000) to | 0013| renovate, repair or make improvements to various armories located | 0014| throughout the state. | 0015| Section 4. SEVERANCE TAX BONDS--OFFICE OF CULTURAL AFFAIRS- | 0016| -PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0017| upon certification by the office of cultural affairs that the need | 0018| exists for the issuance of the bonds, the following amounts are | 0019| appropriated to the office of cultural affairs for the following | 0020| purposes: | 0021| A. fifty thousand dollars ($50,000) for the purpose of | 0022| planning, designing or preparing bids for a new museo cultural in | 0023| the city of Santa Fe located in Santa Fe county; | 0024| B. fifteen thousand dollars ($15,000) for the purpose | 0025| of equipping a newly constructed library at the pueblo of Cochiti | 0001| located in Sandoval county; | 0002| C. one hundred twenty-five thousand dollars ($125,000) | 0003| for the purpose of re-roofing the Clyde Tombaugh space theater and | 0004| planetarium at the international space hall of fame in Alamogordo | 0005| located in Otero county; | 0006| D. one hundred fifty thousand dollars ($150,000) for | 0007| the purpose of planning or designing an addition to the palace of | 0008| the governors state history museum located in Santa Fe county; | 0009| E. one hundred thousand dollars ($100,000) for the | 0010| purpose of installing a heating and ventilation air conditioning | 0011| control system in the international space hall of fame located in | 0012| Otero county; | 0013| F. one hundred thousand dollars ($100,000) for the | 0014| purpose of designing, constructing, furnishing or equipping a new | 0015| pavilion, greenhouse and science theater at the New Mexico museum | 0016| of natural history and science in Albuquerque located in | 0017| Bernalillo county; | 0018| G. five hundred thousand dollars ($500,000) to | 0019| renovate, repair or make improvements to state museums and | 0020| facilities located throughout the state; and | 0021| H. one hundred thousand dollars ($100,000) to design, | 0022| develop, construct or equip permanent exhibits at the New Mexico | 0023| farm and ranch heritage museum in Dona Ana county. | 0024| Section 5. SEVERANCE TAX BONDS--CUMBRES AND TOLTEC SCENIC | 0025| RAILROAD COMMISSION--PURPOSE.--Pursuant to the provisions of | 0001| Section 1 of this act, upon certification by the Cumbres and | 0002| Toltec scenic railroad commission that the need exists for the | 0003| issuance of the bonds, fifty thousand dollars ($50,000) is | 0004| appropriated to the Cumbres and Toltec scenic railroad commission | 0005| to renovate, in order to comply with the provisions of the federal | 0006| Americans with Disabilities Act of 1990, the Chama engine house, | 0007| the Osier facility or the Antonito depot of the Cumbres and Toltec | 0008| scenic railroad located in Rio Arriba county. | 0009| Section 6. SEVERANCE TAX BONDS--ECONOMIC DEVELOPMENT | 0010| DEPARTMENT--PURPOSE.--Pursuant to the provisions of Section 1 of | 0011| this act, upon certification by the state housing authority of the | 0012| economic development department that the need exists for the | 0013| issuance of the bonds, one hundred thousand dollars ($100,000) is | 0014| appropriated to the state housing authority of the economic | 0015| development department to plan, design, construct or equip a | 0016| child-care training center to be located within a one-hundred- | 0017| twenty-unit affordable housing project in the city of Santa Fe in | 0018| Santa Fe county. | 0019| Section 7. SEVERANCE TAX BONDS--ENERGY, MINERALS AND | 0020| NATURAL RESOURCES DEPARTMENT--PURPOSE.--Pursuant to the provisions | 0021| of Section 1 of this act, upon certification by the energy, | 0022| minerals and natural resources department that the need exists for | 0023| the issuance of the bonds, ninety-nine thousand eight hundred | 0024| dollars ($99,800) is appropriated to the energy, minerals and | 0025| natural resources department for the purpose of providing a new | 0001| forestry headquarters office at the Coronado state monument | 0002| located in Sandoval county. | 0003| Section 8. SEVERANCE TAX BONDS--OFFICE OF THE STATE | 0004| ENGINEER--PURPOSE.--Pursuant to the provisions of Section 1 of | 0005| this act, upon certification by the office of the state engineer | 0006| that the need exists for the issuance of the bonds, fifty thousand | 0007| dollars ($50,000) is appropriated to the office of the state | 0008| engineer for the purpose of designing, constructing, purchasing or | 0009| installing siphons for acequias near Hernandez located in Rio | 0010| Arriba county. | 0011| Section 9. SEVERANCE TAX BONDS--DEPARTMENT OF ENVIRONMENT-- | 0012| PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0013| upon certification by the department of environment that the need | 0014| exists for the issuance of the bonds, the following amounts are | 0015| appropriated to the department of environment for the following | 0016| purposes: | 0017| A. fifty thousand dollars ($50,000) for improvements | 0018| to the Lone Mountain and Twin Sisters wellfields in the village of | 0019| Santa Clara in Grant county; | 0020| B. seventy-five thousand dollars ($75,000) for the | 0021| acquisition or installation of a water tank or the construction or | 0022| installation of approximately ten thousand linear feet of | 0023| transmission pipeline to connect to the existing water system in | 0024| Corona in Lincoln county; | 0025| C. fifty thousand dollars ($50,000) for the purpose of | 0001| surveying a well location, drilling or equipping wells, purchasing | 0002| or replacing storage tanks and valves or for engineering or other | 0003| studies to improve the Lincoln mutual domestic water and sewage | 0004| association water system located in Lincoln county; | 0005| D. seventy-eight thousand dollars ($78,000) for the | 0006| purpose of making improvements to the Bibo community water system | 0007| located in Cibola county; | 0008| E. twenty-five thousand dollars ($25,000) for | 0009| planning, designing, constructing or equipping a water and | 0010| wastewater system in the town of Springer in Colfax county; | 0011| F. twenty-five thousand dollars ($25,000) for | 0012| improvements to the water and wastewater system, including a water | 0013| filtration system, for the community of Miami in Colfax county; | 0014| G. twenty-five thousand dollars ($25,000) for | 0015| planning, designing, constructing or equipping improvements to the | 0016| water and wastewater system in the village of Eagle Nest in Colfax | 0017| county; | 0018| H. twenty-five thousand dollars ($25,000) for | 0019| planning, designing or constructing improvements to the domestic | 0020| water system in the community of Puerto de Luna in Guadalupe | 0021| county; | 0022| I. twenty thousand dollars ($20,000) for various | 0023| improvements to the wastewater system in the town of Vaughn in | 0024| Guadalupe county; | 0025| J. twenty thousand dollars ($20,000) for planning, | 0001| designing, constructing or equipping a new domestic and wastewater | 0002| system for the unincorporated community of Mora in Mora county; | 0003| K. twenty-five thousand dollars ($25,000) for | 0004| planning, designing, constructing or equipping improvements to | 0005| various community domestic water and wastewater systems throughout | 0006| Mora county; | 0007| L. one hundred thousand dollars ($100,000) to complete | 0008| the Clovis drainage project from Seventh street to Ingram lake in | 0009| Curry county; | 0010| M. fifty thousand dollars ($50,000) for the westside | 0011| sewer line in Clovis in Curry county; | 0012| N. one hundred thousand dollars ($100,000) for the | 0013| purpose of making various improvements to the domestic and | 0014| wastewater systems in the Gabaldon Hill area of the city of Grants | 0015| located in Cibola county; | 0016| O. one hundred thousand dollars ($100,000) for the | 0017| purpose of designing, constructing or equipping improvements to, | 0018| or purchasing water rights for, the water system of the Ponderosa | 0019| mutual domestic water consumers association located in Sandoval | 0020| county; | 0021| P. thirty-nine thousand dollars ($39,000) to purchase | 0022| and install a water storage tank and water lines for the village | 0023| of Grady in Curry county; | 0024| Q. twenty thousand dollars ($20,000) to plan, develop | 0025| or construct a water system for the Canon mutual domestic water | 0001| association in Taos county; and | 0002| R. eighty thousand dollars ($80,000) to extend a water | 0003| line on Watson lane in Dona Ana county. | 0004| Section 10. SEVERANCE TAX BONDS--SAN JUAN COLLEGE-- | 0019| PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0020| upon certification by the governing board of San Juan college that | 0021| the need exists for the issuance of the bonds, the following | 0022| amounts are appropriated to the governing board of San Juan | 0023| college for the following purposes: | 0024| A. one hundred thousand dollars ($100,000) for the | 0025| purpose of campus improvements at the San Juan college west center | 0001| in Kirtland located in San Juan county; | 0002| B. seventy-five thousand dollars ($75,000) for the | 0003| purpose of installing or upgrading an energy management system for | 0004| San Juan college located in San Juan county; and | 0005| 1. C. five hundred fifty thousand dollars | 0006| ($550,000) for plumbing, heating, cooling or other capital | 0007| improvements to the shelled area of the computer science | 0008| building at San Juan college in San Juan county. | 0009| Section 26. SEVERANCE TAX BONDS--UNIVERSITY OF NEW MEXICO-- | 0010| PURPOSES.--Pursuant to the provisions of Section 1 of this act, | 0011| upon certification by the board of regents of the university of | 0012| New Mexico that the need exists for the issuance of the bonds, the | 0013| following amounts are appropriated to the board of regents of the | 0014| university of New Mexico for the following purposes: | 0015| A. two hundred thousand dollars ($200,000) for the | 0016| purpose of designing, planning, constructing or equipping the | 0017| phase three continuation of the expansion and renovation of the | 0018| university of New Mexico football stadium located in Bernalillo | 0019| county; | 0020| B. fifty thousand dollars ($50,000) to make | 0021| improvements to the university of New Mexico championship south | 0022| golf course in Bernalillo county; | 0023| C. one hundred fifty thousand dollars ($150,000) to | 0024| construct, equip or furnish an addition to the student services | 0025| building at the Los Alamos branch of the university of New Mexico | 0001| in Los Alamos county; and | 0002| D. nine hundred fifty thousand dollars ($950,000) to | 0003| fund infrastructure renovation and expansion of aging centralized | 0004| systems on the campus of the university of New Mexico in | 0005| Bernalillo county. | 0006| Section 27. SEVERANCE TAX BONDS--WESTERN NEW MEXICO | 0007| UNIVERSITY--PURPOSE.--Pursuant to the provisions of Section 1 of | 0008| this act, upon certification by the board of regents of western | 0009| New Mexico university that the need exists for the issuance of the | 0010| bonds, two hundred thousand dollars ($200,000) is appropriated to | 0011| the board of regents of western New Mexico university for | 0012| infrastructure renovation and expansion of aging centralized | 0013| systems on the western New Mexico university campus in Grant | 0014| county. | 0015| Section 28. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF | 0016| INDIAN AFFAIRS--CLARIFYING PURPOSES--APPROPRIATION.-- | 0017| Notwithstanding the provisions of Subsections F through N of | 0018| Section 16 of Chapter 148 of Laws 1994, the appropriations in | 0019| those subsections from the sale of severance tax bonds to the New | 0020| Mexico office of Indian affairs for various capital outlay | 0021| purposes for each of the head start programs in the communities of | 0022| Coal Mine, Navajo, Rock Springs, Tsa-Ya-Toh, Crystal, Manuelito, | 0023| Mexican Springs, Tohatchi and Twin Lakes located in McKinley and | 0024| San Juan counties may be expended by each community for any or all | 0025| of the purposes stated in the subsection appropriating the | 0001| proceeds to that community. | 0002| Section 29. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF | 0003| INDIAN AFFAIRS--CHANGE IN PURPOSE--APPROPRIATION.--The balance of | 0004| the proceeds from the sale of severance tax bonds appropriated to | 0005| the New Mexico office of Indian affairs pursuant to Subsection B | 0006| of Section 9 of Chapter 4 of Laws 1996 (1st S.S.) for the purpose | 0007| of planning, designing or constructing a group home for disabled | 0008| senior citizens at Tohatchi located in McKinley county shall not | 0009| be expended for its original purpose but is reauthorized and | 0010| appropriated to the New Mexico office of Indian affairs for the | 0011| purpose of planning, designing or constructing a group home for | 0012| disabled citizens at Tohatchi located in McKinley county. | 0013| Section 30. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF | 0014| INDIAN AFFAIRS--CHANGE IN PURPOSE--APPROPRIATION.--The balance of | 0015| the proceeds from the sale of severance tax bonds appropriated to | 0016| the New Mexico office of Indian affairs pursuant to Subsection S | 0017| of Section 16 of Chapter 148 of Laws 1994 to design, plan, | 0018| construct and equip a multipurpose community center at Chichiltah | 0019| located in McKinley county shall not be expended for its original | 0020| purpose but is reauthorized and appropriated to the New Mexico | 0021| office of Indian affairs for house wiring in Chichiltah in | 0022| McKinley county. | 0023| Section 31. SEVERANCE TAX BONDS--CHANGE IN AGENCY--CHANGE | 0024| IN PURPOSE--APPROPRIATION.--The balance of the proceeds from the | 0025| sale of severance tax bonds appropriated to the department of | 0001| environment pursuant to Subsection X of Section 6 of Chapter 4 of | 0002| Laws 1996 (1st S.S.) for the purpose of installing a water system | 0003| extension, including necessary improvements, to the village of La | 0004| Cienega water system located in Santa Fe county shall not be | 0005| expended for that purpose but is reauthorized and appropriated to | 0006| the state engineer for the purpose of installing a supplemental | 0007| well and pipeline for the acequia de La Cienega in Santa Fe | 0008| county. | 0009| Section 32. SEVERANCE TAX BONDS--DEPARTMENT OF | 0010| ENVIRONMENT--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the | 0011| proceeds from the sale of severance tax bonds appropriated to the | 0012| department of environment pursuant to Subsection TT of Section 6 | 0013| of Chapter 4 of Laws 1996 (1st S.S.) for the purpose of designing, | 0014| constructing or inspecting a new water storage tank and related | 0015| water system improvements in the village of Cerrillos located in | 0016| Santa Fe county shall not be expended for its original purpose but | 0017| is reauthorized and appropriated to the department of environment | 0018| for the purpose of designing, constructing or inspecting water | 0019| system improvements in the village of Cerrillos located in Santa | 0020| Fe county. | 0021| Section 33. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND | 0022| ADMINISTRATION--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.--The | 0023| period of time in which the proceeds from the sale of severance | 0024| tax bonds appropriated to the local government division of the | 0025| department of finance and administration to construct a year-round | 0001| multipurpose community activity park and education camp in | 0002| Chaparral located in Dona Ana county pursuant to Subsections II | 0003| and GGGGG of Section 9 of Chapter 148 of Laws 1994 may be expended | 0004| shall be extended through fiscal year 2001. Any unexpended or | 0005| unencumbered balance remaining at the end of fiscal year 2001 | 0006| shall revert to the severance tax bonding fund. | 0007| Section 34. GENERAL FUND--DEPARTMENT OF FINANCE AND | 0008| ADMINISTRATION--EXPANSION OF PURPOSE--REAPPROPRIATION OF | 0009| BALANCES.--Nineteen thousand five hundred thirty-four dollars | 0010| ($19,534) remaining of the proceeds of the general fund | 0011| appropriation pursuant to Paragraph (30) of Subsection B of | 0012| Section 49 of Chapter 148 of Laws 1994 to acquire land for a | 0013| community fire station in Chamisal in Taos county is | 0014| reappropriated to the local government division of the department | 0015| of finance and administration to plan, design, construct and equip | 0016| the Chamisal fire substation. | 0017| Section 35. SEVERANCE TAX BONDS--CHANGE IN AGENCY--CHANGE | 0018| IN PURPOSE--APPROPRIATION.--The balance of the proceeds from the | 0019| sale of severance tax bonds appropriated to the corrections | 0020| department to begin planning, design and construction of a child | 0021| visitation facility at the women's correctional institution in | 0022| Cibola county pursuant to Laws 1994, Chapter 148, Section 39 shall | 0023| not be expended for its original purpose but is reauthorized and | 0024| appropriated to the local government division of the department of | 0025| finance and administration to construct a transitional living | 0001| facility in Albuquerque in Bernalillo county for women in the | 0002| criminal justice system who are on reintegration or diversion | 0003| status. | 0004| Section 36. SEVERANCE TAX BONDS--CHANGE IN AGENCY--CHANGE | 0005| IN PURPOSE--APPROPRIATION.--The balance of the proceeds from the | 0006| sale of severance tax bonds appropriated to the property control | 0007| division of the general services department for the purpose of | 0008| planning, designing or constructing an all-purpose overnight | 0009| family visitation center for children and their inmate mothers at | 0010| the New Mexico women's correctional facility in Grants in Cibola | 0011| county pursuant to Subsection A of Section 7 of Chapter 4 of Laws | 0012| 1996 (1st S.S.) shall not be expended for its original purpose but | 0013| is reauthorized and appropriated to the local government division | 0014| of the department of finance and administration to construct a | 0015| transitional living facility in Albuquerque in Bernalillo county | 0016| for women in the criminal justice system who are on reintegration | 0017| or diversion status. | 0018| Section 37. SEVERANCE TAX BONDS--STATE DEPARTMENT OF PUBLIC | 0019| EDUCATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the | 0020| proceeds from the sale of severance tax bonds appropriated to the | 0021| state department of public education pursuant to Subsection V of | 0022| Section 12 of Chapter 4 of Laws 1996 (1st S.S.) for the purpose of | 0023| purchasing or installing computer technology at St. Catherine | 0024| Indian school in Santa Fe located in Santa Fe county shall not be | 0025| expended for its original purpose but is reauthorized and | 0001| appropriated to the state department of public education for the | 0002| purpose of purchasing and distributing instructional material, | 0003| pursuant to the provisions of the Instructional Material Law, in | 0004| order to provide computer technology to qualified students | 0005| attending St. Catherine Indian school located in Santa Fe in Santa | 0006| Fe county. | 0007| Section 38. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND | 0008| ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance of | 0009| the proceeds from the sale of severance tax bonds appropriated to | 0010| the local government division of the department of finance and | 0011| administration pursuant to Subsection G of Section 5 of Chapter 4 | 0012| of Laws 1996 (1st S.S.) for the purpose of improving or updating | 0013| equipment for the Moriarty fire department located in Torrance | 0014| county shall not be expended for its original purpose but is | 0015| reauthorized and appropriated to the local government division of | 0016| the department of finance and administration for the purpose of | 0017| improving or updating equipment for the fire department located in | 0018| northeast Torrance county. | 0019| Section 39. SEVERANCE TAX BONDS--GENERAL SERVICES | 0020| DEPARTMENT--EXTENDING EXPENDITURE PERIOD--APPROPRIATIONS.-- | 0021| A. Notwithstanding the provisions of Subsection B of | 0022| Section 13 of Chapter 14 of Laws 1996, the period of time in which | 0023| the following appropriations from the sale of severance tax bonds | 0024| to the property control division of the general services | 0025| department made in Laws 1993, Chapter 367, Section 14 may be | 0001| expended shall be extended though fiscal year 1998: | 0002| (1) to plan, design and construct a secure | 0003| treatment cottage at the Las Vegas medical center located in San | 0004| Miguel county pursuant to Subsection D; | 0005| (2) to plan and design a multipurpose recreation | 0006| center at the Sequoyah treatment center located in Bernalillo | 0007| county pursuant to Subsection F; | 0008| (3) to remove and replace the north and south | 0009| roofs at the penitentiary of New Mexico located in Santa Fe county | 0010| pursuant to Subsection K; | 0011| (4) to remodel the national guard complex on | 0012| Cerrillos road located in Santa Fe county, for moving and other | 0013| expenses of any state agency that will occupy space in this | 0014| complex pursuant to Subsection X; and | 0015| (5) to complete phase one of the renovation of | 0016| the Bataan memorial building located in Santa Fe county pursuant | 0017| to Subsection Y. | 0018| B. Any unexpended or unencumbered balance remaining | 0019| from the proceeds of the bonds at the end of fiscal year 1998 | 0020| shall revert to the severance tax bonding fund. | 0021| Section 40. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0022| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--APPROPRIATION.-- | 0023| Notwithstanding the provisions of Subsection B of Section 13 of | 0024| Chapter 14 of Laws 1996, the balance of the proceeds from the sale | 0025| of severance tax bonds appropriated to the property control | 0001| division of the general services department pursuant to Subsection | 0002| E of Section 14 of Chapter 367 of Laws 1993 to plan and design a | 0003| facility to house the administration and provide a controlled | 0004| visitor center at the New Mexico boys' school located in Colfax | 0005| county shall not be expended for its original purpose but is | 0006| reauthorized and appropriated to the capital program fund to | 0007| repair, renovate and make improvements at the New Mexico boys' | 0008| school at Springer located in Colfax county. The period of time | 0009| in which this appropriation may be expended shall be extended | 0010| through fiscal year 2001. Any unexpended or unencumbered balance | 0011| remaining from the proceeds of the bonds at the end of fiscal year | 0012| 2001 shall revert to the severance tax bonding fund. | 0013| Section 41. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0014| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--APPROPRIATION.-- | 0015| Notwithstanding the provisions of Subsection B of Section 13 of | 0016| Chapter 14 of Laws 1996, the balance of the proceeds from the sale | 0017| of severance tax bonds appropriated to the property control | 0018| division of the general services department pursuant to Subsection | 0019| L of Section 14 of Chapter 367 of Laws 1993 to repair the | 0020| education building at the New Mexico boys' school at Springer | 0021| located in Colfax county shall not be expended for its original | 0022| purpose but is reauthorized and appropriated to the capital | 0023| program fund to repair, renovate and make improvements at the New | 0024| Mexico boys' school at Springer located in Colfax county. The | 0025| period of time in which this appropriation may be expended shall | 0001| be extended through fiscal year 2001. Any unexpended or | 0002| unencumbered balance remaining from the proceeds of the bonds at | 0003| the end of fiscal year 2001 shall revert to the severance tax | 0004| bonding fund. | 0005| Section 42. CAPITAL PROGRAM FUND--EXTENDING EXPENDITURE | 0006| PERIOD--APPROPRIATIONS.-- | 0007| A. Notwithstanding the provisions of Subsection B of | 0008| Section 19 of Chapter 14 of Laws 1996, the period of time in which | 0009| the following appropriations from the employment security | 0010| department fund to the capital program fund pursuant to Subsection | 0011| A of Section 54 of Chapter 148 of Laws 1994 may be expended shall | 0012| be extended through fiscal year 1998: | 0013| (1) to make certain improvements to the | 0014| Albuquerque office of the labor department located in Bernalillo | 0015| county in order to comply with the federal Americans with | 0016| Disabilities Act of 1990 pursuant to Paragraph (2); | 0017| (2) to modify or make certain improvements to | 0018| the Farmington office of the labor department located in San Juan | 0019| county, including modifications that will comply with the federal | 0020| Americans with Disabilities Act of 1990, pursuant to Paragraph | 0021| (5); | 0022| (3) to modify or make certain improvements to | 0023| the Las Cruces office of the labor department located in Dona Ana | 0024| county, including modifications that will comply with the federal | 0025| Americans with Disabilities Act of 1990, pursuant to Paragraph | 0001| (7); | 0002| (4) to modify or make certain improvements to | 0003| the Santa Fe office of the labor department located in Santa Fe | 0004| county, including modifications that will comply with the federal | 0005| Americans with Disabilities Act of 1990, pursuant to Paragraph | 0006| (9); and | 0007| (5) to modify, renovate, expand or make certain | 0008| improvements to the Silver City office of the labor department | 0009| located in Grant county, including modifications that will comply | 0010| with the federal Americans with Disabilities Act of 1990, pursuant | 0011| to Paragraph (10). | 0012| B. Any unexpended or unencumbered balance remaining at | 0013| the end of fiscal year 1998 shall revert to the employment | 0014| security department fund. | 0015| Section 43. CAPITAL PROGRAM FUND--EXTENDING EXPENDITURE | 0016| PERIOD--APPROPRIATION.--Notwithstanding the provisions of | 0017| Subsection B of Section 19 of Chapter 14 of Laws 1996, the period | 0018| of time in which the appropriation from the employment security | 0019| department fund to the capital program fund to modify or make | 0020| certain improvements to the Tiwa building of the labor department | 0021| located in Bernalillo county in order to comply with the federal | 0022| Americans with Disabilities Act of 1990 pursuant to Paragraph (11) | 0023| of Subsection A of Section 54 of Chapter 148 of Laws 1994 may be | 0024| expended shall be extended through fiscal year 1999. Any | 0025| unexpended or unencumbered balance remaining at the end of fiscal | 0001| year 1999 shall revert to the employment security department fund. | 0002| Section 44. EMPLOYMENT SECURITY DEPARTMENT FUND--GENERAL | 0003| SERVICES DEPARTMENT--EXTENDING EXPENDITURE PERIOD-- | 0004| APPROPRIATIONS.-- | 0005| A. Notwithstanding the provisions of Subsection B of | 0006| Section 20 of Chapter 14 of Laws 1996, the period of time in which | 0007| the following appropriations from the employment security | 0008| department fund to the property control division of the general | 0009| services department in Laws 1995, Chapter 41, Sections 1 and 2 may | 0010| be expended shall be extended through fiscal year 1999: | 0011| (1) for acquisition of, remodeling or renovating | 0012| an existing building for an office for the labor department in the | 0013| Deming area in Luna county pursuant to Section 1; and | 0014| (2) for the purpose of acquiring, remodeling and | 0015| renovating an existing building for an office for the labor | 0016| department in the Deming area of Luna county pursuant to Section | 0017| 2. | 0018| B. Any unexpended or unencumbered balance remaining at | 0019| the end of fiscal year 1999 shall revert to the employment | 0020| security department fund. | 0021| Section 45. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0022| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--APPROPRIATION.-- | 0023| Notwithstanding the provisions of Subsection D of Section 1 of | 0024| Chapter 148 of Laws 1994, the balance of the proceeds from the | 0025| sale of severance tax bonds appropriated to the general services | 0001| department pursuant to Subsection C of Section 13 of Chapter 148 | 0002| of Laws 1994 to plan and design a facility to replace Meadows | 0003| hospital in Las Vegas located in San Miguel county shall not be | 0004| expended for its original purpose but is reauthorized and | 0005| appropriated to the capital program fund to renovate, make | 0006| improvements to, furnish and equip the kitchen and dining room | 0007| facilities at the southern New Mexico rehabilitation center in | 0008| Chaves county. The period of time in which this appropriation may | 0009| be expended shall be extended through fiscal year 2001. Any | 0010| unexpended or unencumbered balance remaining from the proceeds of | 0011| the bonds at the end of fiscal year 2001 shall revert to the | 0012| severance tax bonding fund. | 0013| Section 46. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0014| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE-- | 0015| REAUTHORIZATION.--Notwithstanding the provisions of Subsection D | 0016| of Section 1 of Chapter 148 of Laws 1994, the balance of the | 0017| proceeds from the sale of severance tax bonds appropriated to the | 0018| general services department pursuant to Subsection D of Section 13 | 0019| of Chapter 148 of Laws 1994 to construct, furnish and equip a | 0020| visitor, control and administrative center and improve security at | 0021| the New Mexico boys' school at Springer located in Colfax county | 0022| shall not be expended for its original purpose but is reauthorized | 0023| and appropriated to the capital program fund to repair, renovate | 0024| and make improvements at the New Mexico boys' school at Springer | 0025| located in Colfax county. The period of time in which this | 0001| appropriation may be expended shall be extended through fiscal | 0002| year 2001. Any unexpended or unencumbered balance remaining from | 0003| the proceeds of the bonds at the end of fiscal year 2001 shall | 0004| revert to the severance tax bonding fund. | 0005| Section 47. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0006| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--REAUTHORIZATION.- | 0007| -Notwithstanding the provisions of Subsection D of Section 1 of | 0008| Chapter 148 of Laws 1994, the balance of the proceeds from the | 0009| sale of severance tax bonds appropriated to the general services | 0010| department pursuant to Subsection M of Section 13 and Subsection B | 0011| of Section 61 of that chapter to plan, design, construct, equip | 0012| and furnish a minimum security unit and a building to house the | 0013| corrections industries programs near the southern New Mexico | 0014| correctional facility in Dona Ana county; Subsection A of Section | 0015| 61 of that chapter for the purpose of planning, designing, | 0016| constructing and purchasing equipment and materials for the | 0017| renovation and improvement of the north and south units of the | 0018| penitentiary of New Mexico in Santa Fe county; and Subsection C of | 0019| Section 61 of that chapter to make improvements to the infirmary | 0020| at the central correctional facility located in Valencia county | 0021| shall not be expended for its original purposes but is | 0022| reauthorized and appropriated to the capital program fund to | 0023| provide matching funds to plan, design, construct or equip phase | 0024| II of an infirmary or improvements to the education building to | 0025| convert for use as a mental health, reception and diagnostic | 0001| center or to renovate the water storage and distribution system at | 0002| the central New Mexico correctional facility located in Valencia | 0003| county. The period of time in which this appropriation may be | 0004| expended shall be extended through fiscal year 2001. Any | 0005| unexpended or unencumbered balance remaining from the proceeds of | 0006| the bonds at the end of fiscal year 2001 shall revert to the | 0007| severance tax bonding fund. | 0008| Section 48. NEW MEXICO FINANCE AUTHORITY REVENUE BONDS-- | 0009| GENERAL SERVICES DEPARTMENT--EXPANSION OF PURPOSE.-- | 0010| Notwithstanding the provisions of Laws 1994, Chapter 91, Section | 0011| 1, the purpose of the appropriation from the sale of New Mexico | 0012| finance authority revenue bonds to the property control division | 0013| of the general services department made pursuant to Subsection A | 0014| of Section 73 of Chapter 367 of Laws 1993 is expanded to include | 0015| constructing, equipping and furnishing a state office building for | 0016| the workers' compensation administration in Albuquerque. | 0017| Section 49. CAPITAL PROGRAM FUND--EXTENDING EXPENDITURE | 0018| PERIOD--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the | 0019| appropriation from the subsequent injury fund to the general | 0020| services department pursuant to Subsection C of Section 1 of | 0021| Chapter 11 of Laws 1996 (1st S.S.) for the purpose of completing | 0022| construction of and equipping a new minimum-security facility at | 0023| the southern New Mexico correctional facility in Dona Ana county | 0024| shall not be expended for its original purpose but is appropriated | 0025| to the capital program fund to provide matching funds to plan, | 0001| design, construct or equip phase II of an infirmary or | 0002| improvements to the education building to convert for use as a | 0003| mental health, reception and diagnostic center or to renovate the | 0004| water storage and distribution system at the central New Mexico | 0005| correctional facility located in Valencia county. The period of | 0006| time in which this appropriation may be expended shall be extended | 0007| through fiscal year 2001. Any unexpended or unencumbered balance | 0008| remaining at the end of fiscal year 2001 shall revert to the | 0009| general fund. | 0010| Section 50. SUBSEQUENT INJURY FUND--GENERAL SERVICES | 0011| DEPARTMENT--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.-- | 0012| Notwithstanding the provisions of Subsection D of Section 1 of | 0013| Chapter 11 of Laws 1996 (1st S.S.), the period of time in which | 0014| the appropriation from the subsequent injury fund to the general | 0015| services department pursuant to Subsection B of that section to | 0016| design, construct and equip a special adjustment unit at the youth | 0017| diagnostic and development center in Albuquerque may be expended | 0018| shall be extended through fiscal year 1999. Any unexpended or | 0019| unencumbered balance remaining at the end of fiscal year 1999 | 0020| shall revert to the general fund. | 0021| Section 51. SUBSEQUENT INJURY FUND--GENERAL SERVICES | 0022| DEPARTMENT--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.-- | 0023| Notwithstanding the provisions of Subsection D of Section 1 of | 0024| Chapter 11 of Laws 1996 (1st S.S.), the period of time in which | 0025| the appropriation from the subsequent injury fund to the general | 0001| services department pursuant to Subsection C of that section for | 0002| the purpose of completing construction of and equipping a new | 0003| minimum-security facility at the southern New Mexico correctional | 0004| facility in Dona Ana county may be expended shall be extended | 0005| through fiscal year 1998. Any unexpended or unencumbered balance | 0006| remaining at the end of fiscal year 1998 shall revert to the | 0007| general fund. | 0008| Section 52. SUBSEQUENT INJURY FUND--CHILDREN, YOUTH AND | 0009| FAMILIES DEPARTMENT--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.- | 0010| -The period of time in which the appropriation from the subsequent | 0011| injury fund to the children, youth and families department | 0012| pursuant to Laws 1996 (1st S.S.), Chapter 11, Section 2 for | 0013| repairs to and maintenance of the youth diagnostic and development | 0014| center in Albuquerque may be expended shall be extended through | 0015| fiscal year 1999. Any unexpended or unencumbered balance | 0016| remaining at the end of fiscal year 1999 shall revert to the | 0017| general fund. | 0018| Section 53. STATE ROAD FUND--CHANGE IN PURPOSE-- | 0019| APPROPRIATION.--The balance of the appropriation from the state | 0020| road fund to the state highway and transportation department for | 0021| the purpose of installing salt storage domes at patrol yards in | 0022| Taos located in Taos county, in Chama located in Rio Arriba county | 0023| and in Santa Fe located in Santa Fe county pursuant to Laws 1996 | 0024| (1st S.S.), Chapter 4, Section 40 shall not be expended for its | 0025| original purpose but is appropriated to the state highway and | 0001| transportation department to purchase and install chemical de-icer | 0002| storage units throughout the state. | 0003| Section 54. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0004| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--REAUTHORIZATION.- | 0005| -Notwithstanding the provisions of Subsection D of Section 1 of | 0006| Chapter 113 of Laws 1992, ten thousand five hundred dollars | 0007| ($10,500) of the balance of the proceeds from the sale of | 0008| severance tax bonds appropriated to the property control division | 0009| of the general services department pursuant to Subsection V of | 0010| Section 18 of that chapter to reroof the southern New Mexico | 0011| correctional facility in Dona Ana county shall not be expended for | 0012| its original purpose but is reauthorized and appropriated to the | 0013| capital program fund to provide matching funds to plan, design, | 0014| construct or equip phase II of an infirmary or improvements to the | 0015| education building to convert for use as a mental health, | 0016| reception and diagnostic center or to renovate the water storage | 0017| and distribution system at the central New Mexico correctional | 0018| facility located in Valencia county. The period of time in which | 0019| this appropriation may be expended shall be extended through | 0020| fiscal year 2001. Any unexpended or unencumbered balance | 0021| remaining from the proceeds of the bonds at the end of fiscal year | 0022| 2001 shall revert to the severance tax bonding fund. | 0023| Section 55. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0024| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--REAUTHORIZATION.- | 0025| -Notwithstanding the provisions of Subsection D of Section 1 of | 0001| Chapter 367 of Laws 1993, the balance of the proceeds from the | 0002| sale of severance tax bonds appropriated to the property control | 0003| division of the general services department pursuant to Subsection | 0004| K of Section 14 of that chapter to remove and replace the north | 0005| and south roofs at the penitentiary of New Mexico located in Santa | 0006| Fe county shall not be expended for its original purpose but is | 0007| reauthorized and appropriated to the capital program fund to | 0008| provide matching funds to plan, design, construct or equip phase | 0009| II of an infirmary or improvements to the education building to | 0010| convert for use as a mental health, reception and diagnostic | 0011| center or to renovate the water storage and distribution system at | 0012| the central New Mexico correctional facility located in Valencia | 0013| county. The period of time in which this appropriation may be | 0014| expended shall be extended through fiscal year 2001. Any | 0015| unexpended or unencumbered or balance remaining from the proceeds | 0016| of the bonds at the end of fiscal year 2001 shall revert to the | 0017| severance tax bonding fund. | 0018| Section 56. SEVERANCE TAX BONDS--CAPITAL PROGRAM FUND-- | 0019| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--REAUTHORIZATION.- | 0020| -The balance of the proceeds from the sale of severance tax bonds | 0021| appropriated to the general services department pursuant to | 0022| Subsection D of Section 9 of Chapter 222 of Laws 1995 and | 0023| reauthorized and appropriated pursuant to Laws 1996, Chapter 14, | 0024| Section 22 to complete expansion, including paving, installing | 0025| equipment, furnishing and making improvements, at the southern New | 0001| Mexico correctional facility located in Dona Ana county shall not | 0002| be expended for its original purpose but is reauthorized and | 0003| appropriated to the capital program fund to provide matching funds | 0004| to plan, design, construct or equip phase II of an infirmary or | 0005| improvements to the education building to convert for use as a | 0006| mental health, reception and diagnostic center or to renovate the | 0007| water storage and distribution system at the central New Mexico | 0008| correctional facility located in Valencia county. The period of | 0009| time in which this appropriation may be expended shall be extended | 0010| through fiscal year 2001. Any unexpended or unencumbered balance | 0011| remaining from the proceeds of the bonds at the end of fiscal year | 0012| 2001 shall revert to the severance tax bonding fund. | 0013| Section 57. SEVERANCE TAX BONDS--CHANGE IN AGENCY-- | 0014| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSES-- | 0015| REAUTHORIZATIONS.-- | 0016| A. The balance remaining of the proceeds from the sale | 0017| of severance tax bonds appropriated to the corrections department | 0018| pursuant to Laws 1995, Chapter 214, Section 3 to provide | 0019| correctional or jail services for a correctional facility in | 0020| Guadalupe county and a correctional facility in Lea, Chaves or | 0021| Santa Fe county and reappropriated pursuant to Subsection A of | 0022| Section 23 of Chapter 14 of Laws 1996 shall not be expended for | 0023| those original purposes but is reauthorized and appropriated to | 0024| the capital program fund for the following purposes: | 0025| (1) thirty-one thousand dollars ($31,000) to | 0001| provide matching funds to plan, design, make improvements to and | 0002| renovate existing housing units for use as administrative | 0003| segregation units at the penitentiary of New Mexico north facility | 0004| located in Santa Fe county; and | 0005| (2) the remaining balance to provide matching | 0006| funds to plan, design, construct or equip phase II as an infirmary | 0007| or improvements to the education building to convert for use as a | 0008| mental health, reception and diagnostic center or to renovate the | 0009| water storage and distribution system at the central New Mexico | 0010| correctional facility located in Valencia county. | 0011| B. The period of time in which this appropriation may | 0012| be expended shall be extended through fiscal year 2001. Any | 0013| unexpended or unencumbered balance remaining from the proceeds of | 0014| the bonds at the end of fiscal year 2001 shall revert to the | 0015| severance tax bonding fund. | 0016| Section 58. SEVERANCE TAX BONDS--CHANGE OF AGENCY-- | 0017| APPROPRIATION.--The balance of the proceeds from the sale of | 0018| severance tax bonds appropriated to the department of environment | 0019| pursuant to Subsection DD of Section 25 of Chapter 222 of Laws | 0020| 1995 for the purpose of providing a well and improvements to | 0021| acequia de La Cienega in Santa Fe county shall be expended for | 0022| that purpose but is reauthorized and appropriated to the state | 0023| engineer. | 0024| Section 59. DEPARTMENT OF FINANCE AND ADMINISTRATION-- | 0025| EXTENDING EXPENDITURE PERIOD--APPROPRIATIONS.--The period of time | 0001| in which the appropriations made from the state road fund and the | 0002| corrective action fund to the department of finance and | 0003| administration for activities related to the cleanup of the | 0004| Terrero mine and the reclamation of El Molino mill tailings made | 0005| pursuant to Subsection G of Section 3 of Chapter 366 of Laws 1993 | 0006| and reappropriated pursuant to Subsection B of Section 71 of | 0007| Chapter 148 of Laws 1994 may be expended shall be extended through | 0008| fiscal year 2000. | 0009| Section 60. GENERAL FUND--STATE HIGHWAY AND TRANSPORTATION | 0010| DEPARTMENT--EXPANSION OF PURPOSE--EXTENDING EXPENDITURE PERIOD-- | 0011| REAPPROPRIATION OF BALANCES.--Fifty-four thousand forty-four | 0012| dollars ($54,044) remaining of the balance of the appropriation | 0013| from the general fund to the state highway and transportation | 0014| department pursuant to Subsection G of Section 48 of Chapter 148 | 0015| of Laws 1994 to conduct a location and environmental feasibility | 0016| study of a highway corridor from United States highway 84/285 at | 0017| Arroyo Seco to state road 503 between Nambe pueblo and state road | 0018| 520 in Santa Fe county is reappropriated for improvements to | 0019| county road 94-B in Santa Fe county. PROJECT SCOPE--EXPENDITURES.--If an | 0016| appropriation for a project authorized in this act is not | 0017| sufficient to complete all the purposes specified, the | 0018| appropriation may be expended for any portion of the purposes | 0019| specified in the appropriation. Expenditures shall not be made | 0020| for purposes other than those specified in the appropriation. | 0021| Section 63. WESTSIDE AQUATIC CENTER--STATE HIGHWAY AND | 0021| TRANSPORTATION DEPARTMENT--SEVERANCE TAX BONDS--CHANGE IN | 0022| PURPOSE--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.--The | 0023| balance of the proceeds from the sale of severance tax bonds in | 0024| Subsection L of Section 14 of Chapter 148 of Laws 1994 | 0025| appropriated to the state highway and transportation department | 0001| to plan, design, construct and equip a pedestrian overpass on | 0002| Coors boulevard between Ouray and Tucson roads in Albuquerque in | 0003| Bernalillo county shall not be expended for that purpose but is | 0004| reauthorized and appropriated for the purpose of making site | 0005| improvements at the westside aquatic center in Albuquerque in | 0006| Bernalillo county. The reauthorized project does not require | 0007| equal matching funds from the city of Albuquerque. NENAHNEZAD SENIOR VAN--GENERAL FUND--CHANGE IN | 0017| AGENCY--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the | 0018| general fund appropriation made to the state highway and | 0019| transportation department pursuant to Subsection L of Section 34 | 0020| of Chapter 4 of Laws 1996 (1st S.S.) for the purpose of planning | 0021| and designing archaeological, environmental and ethnographic | 0022| assessments and preliminary design specifications for the | 0023| Nenahnezad chapter school bus route improvements located in San | 0024| Juan county shall not be expended for its original purpose but is | 0025| appropriated to the state agency on aging to purchase a van for | 0001| and equip and furnish the senior citizen center at Nenahnezad | 0002| chapter in San Juan county. | 0003| | 0004| Section 69. MESA TECHNICAL COLLEGE--REAPPROPRIATION OF | 0005| GENERAL FUND--CHANGE IN PURPOSE.--The balance of the general fund | 0006| appropriation made to Mesa technical college pursuant to Laws | 0007| 1995, Chapter 222, Section 42 to plan and design a child | 0008| development facility at the college in Tucumcari in Quay county | 0009| shall not be expended for its original purpose but is | 0010| appropriated to the governing board of Mesa technical college for | 0011| facility improvements at the college to comply with federal | 0012| Americans with Disabilities Act of 1990 requirements. | 0013| | 0014| Section 70. LEA COUNTY MULTIPURPOSE BUILDING-- | 0015| REAPPROPRIATION OF GENERAL FUND--LOCAL GOVERNMENT DIVISION-- | 0016| CHANGE IN PURPOSE.--The balance of the general fund appropriation | 0017| made to the local government division of the department of | 0018| finance and administration pursuant to Subsection NNNNNN of | 0019| Section 24 of Chapter 222 of Laws 1995 for the purpose of | 0020| designing, constructing and equipping an approximately one | 0021| thousand five hundred square foot building for the Tatum | 0022| magistrate court and, if money remains, for completing | 0023| construction of a building for the Tatum police department | 0024| located in Lea county shall not be expended for its original | 0025| purpose but is appropriated to the local government division to | 0001| plan, design, construct and equip a new building and remodel an | 0002| existing building for multipurpose use in Lea county. | 0003| | 0004| Section 71. LEA COUNTY MULTIPURPOSE BUILDING-- | 0005| REAUTHORIZATION OF SEVERANCE TAX BONDS--LOCAL GOVERNMENT | 0006| DIVISION--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the | 0007| proceeds from the severance tax bond appropriation made pursuant | 0008| to Subsection Z of Section 14 of Chapter 367 of Laws 1993 for the | 0009| purpose of planning, designing and constructing a state police | 0010| headquarters in Hobbs in Lea county and reauthorized and | 0011| appropriated pursuant to Laws 1996, Chapter 14, Section 40; | 0012| Paragraph (13) of Subsection A of Section 13 of Chapter 14 of | 0013| Laws 1996; and Paragraph (2) of Subsection A of Section 39 of | 0014| Chapter 14 of Laws 1996 to the local government division of the | 0015| department of finance and administration to design, remodel and | 0016| furnish an existing county building for two magistrate court | 0017| facilities and a state police facility located in Lea county | 0018| shall not be expended for those purposes but is reauthorized and | 0019| appropriated to the local government division to plan, design, | 0020| construct and equip a new building and remodel an existing | 0021| building for multipurpose use in Lea county. | 0022| | 0023| Section 72. HOBBS COMMUNITY CENTER--REAPPROPRIATION OF | 0024| GENERAL FUND--CLARIFYING THE PURPOSE--EXTENDING EXPENDITURE | 0025| PERIOD.--The balance of the general fund appropriation made | 0001| pursuant to Subsection SSSSS of Section 24 of Chapter 222 of Laws | 0002| 1995 to design, construct, furnish and equip a southside | 0003| community center in Hobbs in Lea county shall be expended to | 0004| design, construct, furnish and equip a southside senior citizen | 0005| center and multipurpose center in Hobbs. The period of time in | 0006| which the appropriation may be expended shall be extended through | 0007| fiscal year 2000. Any unexpended or unencumbered balance | 0008| remaining at the end of fiscal year 2000 shall revert to the | 0009| general fund. | 0010| | 0011| Section 73. GENERAL FUND--SAN JUAN SCHOOL PROJECTS-- | 0012| REAPPROPRIATION--STATE DEPARTMENT OF PUBLIC EDUCATION.--The | 0013| proceeds from the general fund appropriation to the state | 0014| department of public education of three hundred fifty thousand | 0015| dollars ($350,000) for equipment purchases and capital | 0016| improvements at the Bloomfield alternative school in San Juan | 0017| county pursuant to Subsection JJ of Section 23 of Chapter 4 of | 0018| Laws 1996 (1st S.S.) shall not be expended for that purpose but | 0019| are appropriated for energy conservation and renovation projects | 0020| at Rio Vista middle school and Mesa Alta junior high school in | 0021| San Juan county. | 0022| | 0023| Section 74. ARTESIA HEALTH CLINIC--REAPPROPRIATION OF | 0024| GENERAL FUND--LOCAL GOVERNMENT DIVISION--CHANGE IN PURPOSE-- | 0025| EXTENDING EXPENDITURE PERIOD.--The balance of the general fund | 0001| appropriation made to the local government division of the | 0002| department of finance and administration pursuant to Subsection | 0003| JJ of Section 6 of Chapter 147 of Laws 1994 for designing, | 0004| planning, constructing, equipping and furnishing a community | 0005| health clinic in the city of Artesia located in Eddy county shall | 0006| not be expended for its original purpose but is appropriated to | 0007| the local government division for designing, planning, | 0008| constructing, equipping or furnishing a community health clinic, | 0009| including the option of upgrading to a modular building, in the | 0010| city of Artesia in Eddy county. The period of time in which this | 0011| appropriation may be expended shall be extended through fiscal | 0012| year 1999. Any unexpended or unencumbered balance remaining at | 0013| the end of fiscal year 1999 shall revert to the general fund. | 0014| | 0015| Section 75. RUIDOSO YOUTH CENTER--REAPPROPRIATION OF | 0016| GENERAL FUND--LOCAL GOVERNMENT DIVISION--CHANGE IN PURPOSE.--The | 0017| balance of the general fund appropriation made to the department | 0018| of finance and administration pursuant to Subsection LL of | 0019| Section 21 of Chapter 4 of Laws 1996 (1st S.S.) for the purpose | 0020| of planning and designing the youth center and indoor swimming | 0021| pool in the village of Ruidoso located in Lincoln county shall | 0022| not be expended for its original purpose but is appropriated to | 0023| the local government division of the department of finance and | 0024| administration for designing and constructing the youth center | 0025| complex, including fields, restrooms, a recreation center and an | 0001| aquatic center, in the village of Ruidoso in Lincoln county. | 0002| | 0003| Section 76. LOVINGTON MUSEUM--REAPPROPRIATION OF GENERAL | 0004| FUND--LOCAL GOVERNMENT DIVISION--CHANGE IN PURPOSE.--The balance | 0005| of the appropriation from the general fund to the local | 0006| government division of the department of finance and | 0007| administration pursuant to Subsection CCC of Section 24 of | 0008| Chapter 222 of Laws 1995 for the purpose of site preparation or | 0009| transportation costs to relocate a historical building at the | 0010| museum complex in the city of Lovington in Lea county shall not | 0011| be expended for its original purpose but is appropriated to the | 0012| local government division of the department of finance and | 0013| administration for the purpose of site preparation, | 0014| transportation and restoration costs to relocate a historical | 0015| building at the museum complex in the city of Lovington in Lea | 0016| county. | 0017| | 0018| Section 77. UTE DAM--SUBSEQUENT INJURY FUND--OFFICE OF | 0019| STATE ENGINEER--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.--The | 0020| period of time for expenditure of an appropriation made pursuant | 0021| to Laws 1996 (1st S.S.), Chapter 11, Section 3 of four hundred | 0022| thousand dollars ($400,000) from the subsequent injury fund to | 0023| the office of the state engineer for the purpose of making | 0024| repairs to Ute dam shall be extended through fiscal year 1998. | 0025| Any unexpended or unencumbered balance remaining at the end of | 0001| fiscal year 1998 shall revert to the general fund. | 0002| | 0003| Section 78. TORRANCE COUNTY FIRE STATIONS--GENERAL FUND-- | 0004| LOCAL GOVERNMENT DIVISION--CHANGE IN PURPOSE--APPROPRIATION.--The | 0005| balance of the general fund appropriation made pursuant to | 0006| Subsection MMMM of Section 24 of Chapter 222 of Laws 1995 to the | 0007| local government division of the department of finance and | 0008| administration to design, build and equip a new volunteer fire | 0009| department substation at Melody ranch near Indian Hills in | 0010| Torrance county shall not be expended for its original purpose | 0011| but is appropriated to the local government division to design, | 0012| build and equip new volunteer fire department substations within | 0013| Torrance county. | 0014| | 0015| Section 79. TORRANCE COUNTY SHERIFF--GENERAL FUND--LOCAL | 0016| GOVERNMENT DIVISION--CHANGE IN PURPOSE--APPROPRIATION.--The | 0017| balance of the general fund appropriation made to the local | 0018| government division of the department of finance and | 0019| administration pursuant to Subsection J of Section 21 of Chapter | 0020| 4 of Laws 1996 (1st S.S.) for the purpose of acquiring new | 0021| vehicles for the Torrance county sheriff's department shall not | 0022| be expended for its original purpose but is appropriated to the | 0023| local government division for the purpose of acquiring new | 0024| vehicles and repairing existing vehicles for the Torrance county | 0025| sheriff's | 0001| department. | 0002| | 0003| Section 80. CAMP SIERRA BLANCA--SUBSEQUENT INJURY FUND-- | 0004| EXTENDING EXPENDITURE PERIOD--CHANGE IN PURPOSE--APPROPRIATION.-- | 0005| The balance of the appropriation from the subsequent injury fund | 0006| to the general services department pursuant to Subsection A of | 0007| Section 1 of Chapter 11 of Laws 1996 (1st S.S.) to renovate and | 0008| make improvements to existing facilities at camp Sierra Blanca | 0009| for use as a work camp for juvenile offenders shall not be | 0010| expended for its original purpose but is appropriated to the | 0011| capital program fund to repair, renovate and make improvements to | 0012| buildings at camp Sierra Blanca. The period of time in which | 0013| this appropriation may be expended shall be extended through | 0014| fiscal year 2001. Any unexpended or unencumbered balance | 0015| remaining from the appropriation at the end of fiscal year 2001 | 0016| shall revert to the general fund. | 0017| | 0018| Section 81. TURQUOISE LODGE--NEW MEXICO COMMISSION FOR THE | 0019| BLIND--GENERAL FUND--CAPITAL PROGRAM FUND--EXTENDING EXPENDITURE | 0020| PERIOD--APPROPRIATION.-- | 0021| | 0022| A. Notwithstanding the provisions of Subsection B of | 0023| Section 17 of Chapter 14 of Laws 1996, the period of time in | 0024| which the appropriations from the general fund to the capital | 0025| program fund made in Laws 1994, Chapter 148, Section 43 may be | 0001| expended shall be extended through fiscal year 1999: | 0002| | 0003| (1) for the planning, design and engineering of | 0004| phase one of the renovation of Turquoise lodge pursuant to | 0005| Subsection D; and | 0006| | 0007| (2) to design, plan, construct, equip and furnish | 0008| an addition to the Albuquerque office of the New Mexico | 0009| commission for the blind pursuant to Subsection E. | 0010| | 0011| B. Any unexpended or unencumbered balance remaining at | 0012| the end of fiscal year 1999 shall revert to the general fun. | 0013| | 0014| Section 82. LAS VEGAS MEDICAL CENTER--GENERAL FUND--GENERAL | 0015| SERVICES DEPARTMENT--EXTENDING EXPENDITURE PERIOD-- | 0016| APPROPRIATION.--Notwithstanding the provisions of Laws 1996, | 0017| Chapter 14, Section 18, the period of time in which the | 0018| appropriation from the general fund to the general services | 0019| department made in Subsection B of Section 52 of Chapter 148 of | 0020| Laws 1994 to plan, design, construct, furnish or equip a secure | 0021| forensic treatment facility at the Las Vegas medical center | 0022| located in San Miguel county may be expended shall be extended | 0023| through fiscal year 1998. Any unexpended or unencumbered balance | 0024| remaining at the end of fiscal year 1998 shall revert to the | 0025| general fund. | 0001| | 0002| Section 83. REHABILITATION CENTER--SEVERANCE TAX BONDS-- | 0003| CAPITAL PROGRAM FUND--EXTENDING EXPENDITURE PERIOD--CHANGE IN | 0004| PURPOSE--REAUTHORIZATION.--Notwithstanding the provisions of | 0005| Subsection A of Section 13 of Chapter 14 of Laws 1996, the | 0006| balance of the proceeds from the sale of severance tax bonds | 0007| appropriated to the general services department pursuant to | 0008| Subsection M of Section 14 of Chapter 369 of Laws 1993 to replace | 0009| the steam condensation lines in building 300 of the New Mexico | 0010| rehabilitation center located in Chaves county shall not be | 0011| expended for its original purpose but is reauthorized and | 0012| appropriated to the capital program fund to renovate and make | 0013| improvements to the New Mexico rehabilitation center located in | 0014| Chaves county in order to comply with the federal Americans with | 0015| Disabilities Act of 1990. The period of time in which this | 0016| appropriation may be expended shall be extended through fiscal | 0017| year 2001.
