  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.   On page 1, line 16, strike "; MAKING AN
  APPROPRIATION".
       
       2.  On page 17, line 11, strike "neutral" and insert in lieu
  thereof "neural".
  
       3.  On page 17, line 17, strike "neutral" and insert in lieu
  thereof "neural".
       
       4.   On page 23, strike Section 10 in its entirety.
  
       5.   Renumber succeeding section accordingly.
