A new section of the Public School Code is | 0017| enacted to read: | 0018| "[NEW MATERIAL] SHORT TITLE.--This act may be cited as | 0019| the "Work Force Education Act"." | 0020| Section 2. A new section of the Public School Code is | 0021| enacted to read: | 0022| "[NEW MATERIAL] PURPOSE OF ACT.--The purpose of the Work | 0023| Force Education Act is to: | 0024| A. sustain the statewide school-to-work system | 0025| involving partnerships among public schools, public post- | 0001| secondary educational institutions and the business and | 0002| education communities to address the education requirements of | 0003| New Mexico's current and future work force; | 0004| B. support the development of the academic and | 0005| technical competencies that students must demonstrate in | 0006| today's workplace through work-based and school-based learning | 0007| opportunities; and | 0008| C. support the establishment of procedures to | 0009| assist students in transition into the workplace, a job | 0010| training program or a post-secondary educational institution." | 0011| Section 3. A new section of the Public School Code is | 0012| enacted to read: | 0013| "[NEW MATERIAL] DEFINITIONS.--As used in the Work Force | 0014| Education Act: | 0015| A. "council" means the work force education | 0016| coordinating council; and | 0017| B. "division" means the vocational education | 0018| division of the department of education." | 0019| Section 4. A new section of the Public School Code is | 0020| enacted to read: | 0021| "[NEW MATERIAL] DEPARTMENT DUTIES.--The department of | 0022| education shall: | 0023| A. implement the provisions of the Work Force | 0024| Education Act; and | 0025| B. cooperate with the executive, the labor | 0001| department, public school districts, public post-secondary | 0002| educational institutions and communities to establish and maintain | 0003| a work force education system to include: | 0004| (1) a work-based component involving | 0005| collaborative partnerships between schools and employers that | 0006| offers students practical work and learning experiences within the | 0007| workplace; | 0008| (2) a school-based component that provides | 0009| students with opportunities for career exploration, instruction in | 0010| both academic and technical skills and guidance in identifying | 0011| career options and setting educational goals; and | 0012| (3) connecting activities that ensure | 0013| coordination between work-based and school-based learning | 0014| components that: | 0015| (a) match students with employers and | 0016| establish relationships between education and work; | 0017| (b) provide technical assistance to | 0018| schools, students and employers; | 0019| (c) promote employee participation; | 0020| (d) provide job placement, continuing | 0021| education or further training assistance; | 0022| (e) establish linkages between youth | 0023| development activities and industry; and | 0024| (f) collect data to evaluate the | 0025| effectiveness of the system based on post-program results | 0001| analyses." | 0002| Section 5. A new section of the Public School Code is | 0003| enacted to read: | 0004| "[NEW MATERIAL] WORK FORCE EDUCATION SYSTEM.--The | 0005| department of education shall administer the work force education | 0006| system and shall: | 0007| A. coordinate federal and state efforts regarding the | 0008| Work Force Education Act; | 0009| B. coordinate statewide training for teachers, | 0010| employers, mentors, counselors and other related personnel; | 0011| C. establish procedures to encourage participation by | 0012| students in the work force education system; | 0013| D. establish procedures that assist in the transition | 0014| of students from school to job placement sites; | 0015| E. assist employers in developing criteria for job | 0016| placement programs for student participants; | 0017| F. expand career and academic counseling at elementary | 0018| and secondary schools to include work force education system | 0019| principles and methodology; | 0020| G. adopt a work force education system for students | 0021| with disabilities and for students who are at risk of dropping out | 0022| of school; and | 0023| H. develop long-range plans for a statewide work force | 0024| education system, including plans to ensure financial stability of | 0025| the work force education system in the event federal resources are | 0001| no longer available to the department of education." | 0002| Section 6. A new section of the Public School Code is | 0003| enacted to read: | 0004| "[NEW MATERIAL] WORK FORCE EDUCATION COORDINATING | 0005| COUNCIL--CREATION--APPOINTMENT--MEMBERSHIP.-- | 0006| A. The "work force education coordinating council" is | 0007| created as an advisory council to the executive, the legislature | 0008| and the state board. The council shall be composed of twenty-five | 0009| members representative of the different geographical areas of the | 0010| state and reflective of the diverse population of the state. | 0011| B. The president pro tempore of the senate shall | 0012| appoint two senators, one from each of the two major political | 0013| parties, for four-year terms or until their term of office | 0014| expires. | 0015| C. The speaker of the house shall appoint two | 0016| representatives, one from each of the two major political parties, | 0017| for two-year terms or until their term of office expires. | 0018| D. The president of the state board shall appoint one | 0019| representative of the state board to a one-year term and then to a | 0020| four-year term. | 0021| E. the governor shall appoint one representative from | 0022| the governor's office to a one-year term and then to a four-year | 0023| term. | 0024| F. The following nineteen members shall be appointed | 0025| jointly by the governor, the speaker of the house of | 0001| representatives, the president pro tempore of the senate and the | 0002| president of the state board: | 0003| (1) two representatives of the division, one of | 0004| whom shall be the division's gender equity coordinator, one for a | 0005| two-year term and one for a four-year term; | 0006| (2) two representatives of the labor department, | 0007| one of whom shall be appointed from the state employment sector, | 0008| one for a two-year term and one for a four-year term; | 0009| (3) one representative of the vocational | 0010| rehabilitation division of the department of education for a four- | 0011| year term; | 0012| (4) one representative of a two-year | 0013| post-secondary educational institution for a four-year term; | 0014| (5) one representative of the economic | 0015| development department for a four-year term; | 0016| (6) two representatives of organized labor, one | 0017| for a two-year term and one for a four-year term; | 0018| (7) five representatives of the business and | 0019| industry sector, three for two-year terms and two for four-year | 0020| terms; | 0021| (8) one representative of the disabled community | 0022| for a four-year term; and | 0023| (9) four representatives of the public schools, | 0024| including an administrator, a teacher, a student and a school | 0025| counselor, two for two-year terms and two for four-year terms." | 0001| Section 7. A new section of the Public School Code is | 0002| enacted to read: | 0003| "[NEW MATERIAL] COUNCIL--PURPOSE AND DUTIES.-- | 0004| A. The purpose of the council is to establish | 0005| guidelines for the coordination of federal and state funds for the | 0006| work force education system. | 0007| B. The council shall: | 0008| (1) make recommendations to the executive, the | 0009| legislature and the state board regarding the coordination of | 0010| federal and state work force education funds; and | 0011| (2) recommend criteria to the department of | 0012| education to evaluate the effectiveness of the work force | 0013| education system." | 0014| Section 8. A new section of the Public School Code is | 0015| enacted to read: | 0016| "[NEW MATERIAL] ANNUAL REPORT.--The department of | 0017| education, in collaboration with the executive, shall submit a | 0018| progress report to the legislative education study committee | 0019| annually regarding how funds are spent for the work force | 0020| education system and analyses of post-program results with data | 0021| documenting the success of students and employers participating in | 0022| the work force education system." | 0023| Section 9. APPROPRIATION.--One hundred fifty thousand | 0024| dollars ($150,000) is appropriated from the general fund to the | 0025| state department of public education for expenditure in fiscal | 0001| year 1998 to carry out the provisions of the Work Force Education | 0002| Act. Any unexpended or unencumbered balance remaining at the end | 0003| of fiscal year 1998 shall revert to the general fund. |
