       1.   On page 1, line 11, strike the word "REQUIRING" and
  insert "ALLOWING".
  
       2.   On page 1, line 19, strike the word "REQUIRED" and insert
  "ALLOWED".
  
       3.   On page 1, line 23, strike the word "shall" and insert
  "may".
  
       4.   On page 1, line 24, strike the word "without" and insert
  "by".,
  
  and thence referred to the VOTERS AND ELECTIONS
  COMMITTEE.
