0011| RELATING TO CAPITAL EXPENDITURES; AUTHORIZING THE ISSUANCE OF

0012| SEVERANCE TAX BONDS FOR STATEWIDE SENIOR CITIZEN CENTERS

0013| CAPITAL OUTLAY PROJECTS; MAKING AN APPROPRIATION; DECLARING AN

0014| EMERGENCY.

0016| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0017| Section 1. SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED-
|
0018| -APPROPRIATION OF PROCEEDS.--
|
0019| A. The state board of finance may issue and sell
|
0020| severance tax bonds in compliance with the Severance Tax
|
0021| Bonding Act in an amount not exceeding three million eight
|
0022| hundred twenty-eight thousand two hundred eighty-two dollars
|
0023| ($3,828,282) when the state agency on aging certifies the need
|
0024| for the issuance of the bonds. The state board of finance
|
0025| shall schedule the issuance and sale of the bonds in the most
|
0001| expeditious and economical manner possible upon a finding by
|
0002| the board that the project has been developed sufficiently to
|
0003| justify the issuance and that the project can proceed to
|
0004| contract within a reasonable time. The state board of finance
|
0005| shall further take the appropriate steps necessary to comply
|
0006| with the Internal Revenue Code of 1986, as amended. The
|
0007| proceeds from the sale of the bonds are appropriated to the
|
0008| state agency on aging in the following amounts for the
|
0009| following purposes:
|
0010| (1) ten thousand six hundred dollars ($10,600)
|
0011| for code compliance renovations at the Pajarito senior center
|
0012| in Bernalillo county;
|
0013| (2) six hundred sixty-eight thousand dollars
|
0014| ($668,000) to purchase vehicles and handicap lifts for senior
|
0015| programs in Bernalillo County;
|
0016| (3) nineteen thousand dollars ($19,000) to
|
0017| purchase computer equipment for the Albuquerque area agency on
|
0018| aging in Bernalillo county;
|
0019| (4) two hundred fifteen thousand dollars
|
0020| ($215,000) to purchase computer equipment for the Albuquerque
|
0021| department of senior affairs in Bernalillo county;
|
0022| (5) fifteen thousand dollars ($15,000) to
|
0023| purchase computer equipment for senior legal services in
|
0024| Bernalillo county;
|
0025| (6) thirty-two thousand dollars ($32,000) to

0001| purchase a handicap accessible vehicle for the Reserve senior

|
0015| B. If the state agency on aging has not certified
|
0016| the need for the issuance of the bonds by the end of fiscal
|
0017| year 1999, the authorization provided in this section shall be
|
0018| void. Any unexpended or unencumbered balance remaining from
|
0019| the proceeds of severance tax bonds issued pursuant to
|
0020| Subsection A of this section at the end of fiscal year 2000
|
0021| shall revert to the severance tax bonding fund.
|
0022| Section 2. EMERGENCY.--It is necessary for the public
|
0023| peace, health and safety that this act take effect immediately.
