TAYLOR | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| AN ACT | 0011| RELATING TO CAPITAL EXPENDITURES; AUTHORIZING THE ISSUANCE OF | 0012| SEVERANCE TAX BONDS FOR ACQUISITION AND INSTALLATION OF | 0013| COMPUTER TECHNOLOGY EQUIPMENT AT CERTAIN ELEMENTARY SCHOOLS IN | 0014| ALBUQUERQUE IN BERNALILLO COUNTY; MAKING AN APPROPRIATION; | 0015| DECLARING AN EMERGENCY. | 0016| | 0017| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: | 0018| Section 1. SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED- | 0019| -APPROPRIATION OF PROCEEDS.-- | 0020| A. The state board of finance may issue and sell | 0021| severance tax bonds in compliance with the Severance Tax | 0022| Bonding Act in an amount not exceeding three hundred twenty- | 0023| five thousand dollars ($325,000) when the state department of | 0024| public education certifies the need for the issuance of the | 0025| bonds. The state board of finance shall schedule the issuance | 0001| and sale of the bonds in the most expeditious and economical | 0002| manner possible upon a finding by the board that the project | 0003| has been developed sufficiently to justify the issuance and | 0004| that the project can proceed to contract within a reasonable | 0005| time. The state board of finance shall further take the | 0006| appropriate steps necessary to comply with the Internal Revenue | 0007| Code of 1986, as amended. The proceeds from the sale of the | 0008| bonds are appropriated to the state department of public | 0009| education in the following amounts for the following purposes: | 0010| (1) sixty-five thousand dollars ($65,000) for | 0011| the acquisition and installation of computer technology | 0012| equipment at Adobe Acres elementary school in Albuquerque | 0013| located in Bernalillo county; | 0014| (2) sixty-five thousand dollars ($65,000) for | 0015| the acquisition and installation of computer technology | 0016| equipment at Pajarito elementary school in Albuquerque located | 0017| in Bernalillo county; | 0018| (3) sixty-five thousand dollars ($65,000) for | 0019| the acquisition and installation of computer technology | 0020| equipment at Kit Carson elementary school in Albuquerque | 0021| located in Bernalillo county; | 0022| (4) sixty-five thousand dollars ($65,000) for | 0023| the acquisition and installation of computer technology | 0024| equipment at Navajo elementary school in Albuquerque located in | 0025| Bernalillo county; and | 0001| (5) sixty-five thousand dollars ($65,000) for | 0002| the acquisition and installation of computer technology | 0003| equipment at Barcelona elementary school in Albuquerque located | 0004| in Bernalillo county. | 0005| B. If the state department of public education has | 0006| not certified the need for the issuance of the bonds by the end | 0007| of fiscal year 1999, the authorization provided in this section | 0008| shall be void. Any unexpended or unencumbered balance | 0009| remaining from the proceeds of severance tax bonds issued | 0010| pursuant to Subsection A of this section at the end of fiscal | 0011| year 2000 shall revert to the severance tax bonding fund. | 0012| Section 2. EMERGENCY.--It is necessary for the public | 0013| peace, health and safety that this act take effect immediately. | 0014|  |
