0011|     RELATING TO CAPITAL EXPENDITURES; CHANGING THE PURPOSES OF

0012|     SEVERANCE TAX BOND AND GENERAL FUND APPROPRIATIONS; MAKING

0013|     APPROPRIATIONS; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  GENERAL FUND--DEPARTMENT OF FINANCE AND
    |
0017|     ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
    |
0018|     of the general fund appropriation made pursuant to Subsection
    |
0019|     MMMM of Section 24 of Chapter 222 of Laws 1995 to the local
    |
0020|     government division of the department of finance and
    |
0021|     administration to design, build and equip a new volunteer fire
    |
0022|     department substation at Melody ranch near Indian Hills in
    |
0023|     Torrance county shall not be expended for its original purpose
    |
0024|     but is appropriated to the local government division to design,
    |
0025|     build and equip new volunteer fire department substations
    |
0001|     within Torrance county.
    |
0002|          Section 2.  SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND
    |
0003|     ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
    |
0004|     of severance tax bonds appropriated to the local government
    |
0005|     division of the department of finance and administration
    |
0006|     pursuant to Subsection G of Section 5 of Chapter 4 of Laws 1996
    |
0007|     (1st S.S.) for the purpose of improving or updating equipment
    |
0008|     for the Moriarty fire department located in Torrance county
    |
0009|     shall not be expended for its original purpose but is
    |
0010|     reauthorized and appropriated to the local government division
    |
0011|     for the purpose of improving or updating equipment for the fire
    |
0012|     department located in northeast Torrance county.
    |
0013|          Section 3.  GENERAL FUND--DEPARTMENT OF FINANCE AND
    |
0014|     ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
    |
0015|     of the general fund appropriation made to the local government
    |
0016|     division of the department of finance and administration
    |
0017|     pursuant to Subsection J of Section 21 of Chapter 4 of Laws
    |
0018|     1996 (1st S.S.) for the purpose of acquiring new vehicles for
    |
0019|     the Torrance county sheriff's department shall not be expended
    |
0020|     for its original purpose but is appropriated to the local
    |
0021|     government division for the purpose of acquiring new vehicles
    |
0022|     and repairing existing vehicles for the Torrance county
    |
0023|     sheriff's department.
    |
0024|          Section 4.  EMERGENCY.--It is necessary for public peace,
    |
0025|     health and safety that this act take effect immediately.
