0011| RELATING TO PUBLIC SCHOOL CAPITAL OUTLAY; PROVIDING FOR A STUDY
|
0012| OF PUBLIC SCHOOL CAPITAL OUTLAY FACILITIES AND INFRASTRUCTURE;
|
0013| MAKING AN APPROPRIATION; DECLARING AN EMERGENCY.
|

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. TEMPORARY PROVISION--STUDY.--The public school
|
0017| capital outlay council shall conduct a comprehensive study of
|
0018| public school capital outlay needs statewide. The study shall
|
0019| include development of guidelines and standards; an inventory
|
0020| and assessment of school facilities and infrastructure; cost
|
0021| estimates for repair, renovation and modernization of existing
|
0022| facilities; and an estimate of future facility needs. The
|
0023| study shall assess the equity and efficiency of current state
|
0024| and local processes used to fund public school facilities and
|
0025| recommend an equitable and efficient method by which to meet
|
0001| public school capital outlay needs. A progress report shall be
|
0002| presented to the legislative education study committee and the
|
0003| legislative finance committee by November 1, 1997 and the final
|
0004| report by June 30, 1998.
|
0005| Section 2. APPROPRIATION.--Five hundred thousand dollars
|
0006| ($500,000) is appropriated from the general fund to the state
|
0007| department of public education for expenditure in fiscal years
|
0008| 1997 and 1998 for the purpose of conducting a study of public
|
0009| school capital outlay facilities and infrastructure as provided
|
0010| in Section 1 of this section. Any unexpended or unencumbered
|
0011| balance remaining at the end of fiscal year 1998 shall revert
|
0012| to the general fund.
|
0013| Section 3. EMERGENCY.--It is necessary for the public
|
0014| peace, health and safety that this act take effect immediately.
