      1.  On page 1, line 15, before the first semicolon, insert "AND
  FOR EXISTING SCHOLARSHIP PROGRAMS AT THE FOUR-YEAR HIGHER
  EDUCATIONAL INSTITUTIONS".
  
      2.  On page 2, line 3, strike "Money" and insert in lieu
  thereof "After appropriation, if any, by the legislature for
  scholarships pursuant to Subsection C of Section 21-1-2 NMSA 1978,
