  Mr. President:
  
      Your JUDICIARY COMMITTEE, to whom has been referred
  
                    SENATE BILL 195, as amended
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
      1.  On page 1, lines 12 and 13, strike "BANNING THE SALE OR USE
  OF BOTTLE ROCKETS;".
  
      2.  On page 2, lines 5 through 11, strike Subsection A in its
  entirety.
  
      3.  Reletter the succeeding subsections accordingly.
  
      4.  On page 2, line 15, before "producing" insert "often".
  
      5.  On page 3, line 19, at the end of the line insert "plastic
  base for placing on the ground or a wood or".
  
      6.  On page 5, line 15, after the semicolon insert ""ground
  spinner" is similar in operation to wheel, but is intended to be
  placed flat on the ground and ignited;".
  
      7.  On page 5, line 19, after "effect" insert "sometimes".
  
      8.  On page 6, line 7, after "charge" insert "per tube" and
  strike "produces" and insert in lieu thereof "individually expels
  pellets of pressed pyrotechnic composition that burn with bright
  color in".
  
      9.  On page 6, line 8, after "effect" insert ", or other
  devices propelled into the air,".
   
      10.  On page 6, line 20, insert a semi-colon at the end of the
  line and strike all of lines 21 and 22.
  
      11.  On page 7, line 22, after "tube" strike the remainder of
  the line, strike lines 23 and 24, and on line 25, strike "inches".
  
      12.  On page 9, line 8, strike the brackets and line through
  "twenty" and strike "ten".
  
      13.  On page 9, lines 12 through 15, strike all brackets and
  line through and strike the remainder of the line, strike all of
  lines 16 through 18 and strike line 19 up to the period.
  
      14.  On page 10, line 23, after "processed" strike the
  remainder of the line, strike line 24 up to the period and insert in
  lieu thereof "during each holiday selling period in which
  permissible fireworks may be sold".
  
      15.  On page 12, line 10, before the semicolon insert ", except
  as provided in Subsection B of this section".
  
      16.  On page 12, line 14, strike "Bottle rockets" and insert in
  lieu thereof "Stick-type rockets having a tube less than a one-
  quarter-inch inside diameter".
  
      17.  On page 14, line 25, after the period insert end quotation
  marks, and on page 15, strike all of lines 1 and 2.
  
      18.  On page 15, line 5, strike "Nothing" and insert in lieu
  thereof "Except as provided in Section 9 of this act, nothing".
  
      19. On page 16, line 12, after "service" strike the period and
  insert in lieu thereof "and any other relevant information supplied
  by the US Forest Service and the US Department of Agriculture."
   
      20. On page 16, line 13, after "B." insert "Pursuant to any
  hearing under paragraph A of this section", 
  
      21. On page 16, line 13, strike the "The" and insert in lieu
  thereof "the".
      
      22.  On page 16, line 13, strike "may" and insert in lieu
  thereof "shall".
  
      23.  On page 16, line 15, before the period insert "if the
  board determines such conditions exist".
  
      24.  On page 17, line 5, strike the colon, strike line 6,
  strike line 7 through "five" and insert in lieu thereof "twenty".
  
      25.  On page 17, line 7, strike "other".
  
      26.  On page 17, strike line 8 and insert in lieu thereof "for
  which fireworks may be sold.".
  
      27.  On page 17, line 13, after "period" insert "by the state
