0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0017|          Section 1.  STATE PLAN.--The governor shall submit to the
    |
0018|     legislature for its approval a state plan, pursuant to 42 USCA
    |
0019|     (602), prior to its submission to the federal department of
    |
0020|     health and human services.
